Open house to
discuss port
needs for truce.;
The Bruce Nuclear Power Development on the
Lake Huron shore north of Kincardine is one of the
largest nuclear' energy centres in the world. In ad-
dition to 'producing electricity, the complex.also has
the capacity to produce steam and hot water for in-
, dustrial use.
In order to capitalize on this opportunity, the
establishment of the Bruce Energy Centre, including
an industrial . park based on this lqw cost energy
source, has been proposed. Previous studies have
indicated that a key . component in . the overall
development plan is a port facility providing access
• to Great Lakes shippingroutes. ' "
Marshall Macklin Monaghan Limited in
association with Thorne Stevenson and Kellogg, and
Carr and Donald Associates, have been selected as •
consultants to undertake the feasibility study for the
Development of Marine Transportation Facilities at
the Bruce Energy Centre.
The study will answer questions related to the
extent of demand for marine transportation facilities
and resulting implications upon the regional tran-
sportation system as generated by the Bruce Energy
—e.
The overall pupose of the study is to determine.
whether the future need for marine transp9rtation
facilities for the Bruce Energy Centre and other
regional needs .can be most effectively satisfied by
either a new public harbor near Douglas Point or the
use and possible expansion of one of the existing
public harbors in the region Of Goderich, Owen Sound
or Collingwood..with an effective transportation link
to the Bruce Energy site.
The , study, having approximately a six, month
• duration, commenced in May 1982 and is expected to
be completed by November.
A drop-in centre, open to the public to"discuss more
fully the .purpose of the study, the activities and
analysis to be undertaken, will be held at "MacKay
Centre in Goderich on Monday, July 5 from 2-9 p.m.
If anyone has any input or questions about the
development of Goderich as amarine transportation
facility they are invited to drop in. to MacKay Hall
and .speak ,with representatives of the consulting
firm.

In November of 1981 at the annual convention of the
Ontario Hospital Association, Timbrell announced a
new funding scheme for hospitals which will put even
more pressure on hospital budgets.
"I expect that in the 1982-83 fiscal year it. will be
very difficult to keep operating costs within the
•ministry's funding. One of the most critical concerns
associated with the new funding scheme by the
province is that it will be very difficult for hospital
boards to generate funds for capital expenditures
from 'Within the hospital's operation. I think.that we
will all see hospitals in this'province making corn=
munity fund raising a part of their financial plans for
:any major capital: expenditures," hospital . board
chairman Bruce Potter said in his annual report.
In July of last year, the hospital was surveyed by a
team from the Canadian Council on Accreditation
and was grantedtwo year accreditation 'status
which speaks favorably of the hospital, its staff and
the services being provided.
Hospital administrator Elmer. Taylor, in his report,
pointed to a number of senior staff changes made in

became chief.physiotherapist and pan Duncan was
engaged as executive housekeeper.
Taylor also noted that the. establishment of a
palliativ-e care service under the leadership of Connie
Osborn would prove to be a significant step in the
development of the hospital.
He reported that a total of 30,261 patient days
during the past year resulted in an overall occupancy
of 92 per cent in the hospital.
"This is the highest occupancy that has been ex-
» perienced in many years. The problems associated
with such a high level of occupancy should be relieved
somewhat with thecompletion of the four additional
beds being constructed as part of the ICU project and
also, when it is possible to set up the formal surgical
day care program."
Taylor went on to warn that while a successful year
has just been completed, many challenges remain
ahead. He spoke too on the Ministry of Health's new
approach to hospital financing.
"It would appear that this approach will be very
difficult to implement in 'a community hospital such
as ours and that some modifications will be required.

hospital boards and administration to allocate funds
to areas where the greatest return will be

• ,GODERICH - The 1982 provincial budget will mean -
an additional $50,000 in costs to Huron. County, most
of that for the road department.
' • Clerk -treasurer William Hanly said it would cost
under $50,000 in' 1982 for increased OHIP premiums
and sales tax, and someof.that will be subsidized by
. the province.
That $50,000 figure includes an estimated $32,000 in-
crease in the road budget. This increase is due to
sales tax which now applies to building materials,
• steel, concrete, gravel, and asphalt.
County engineer ' Bob Dempsey is concerned,
because he said it won't be until 1984 that any Signifi-
cant change is made in subsidies from the Ministry of

Transportation and Communication. Historicaiiy,,he
said, MTC subsidies have been based on the previous
year's budget and the sales tax increase won't be
budgeted for until 1983.
"We'll be running next year on our own," said Mr.
Dempsey. -
Morris Township Reeve William Elston suggested
a representative of the county attend upcoming tax
hearings.
"I think the county should do something, otherwise
we're going to run a deficit," said Reeve Elston.
A memo from the Association of .Municipalities of
Ontario, approved ,by county council, suggests the
financial impact of the new budget be determined
and presented to local members of the Ontario
Legislature.
