The Budgetary Process
On June �e Liberal Leader
David Peterson spoke to the
Institute "for Political In-
volvement about "Re-
thinking the Budget Pro-
cess". He recommended
"major steps forward on a
number of fronts" and pro-
posed "a hybrid mix of the
available options":

Farmstead
Improvement Program
The purposetof the Ontario
Farmstead. Improvement
Program is to encourage
improvements in fencing
and farm structures and
generate local employment
across the province. Far-
mers whose value of farm
production is at least $12,000
or farmers who own and
farm a minimum of 100 acres
are eligible for the program.
The provincewill pay, in the
form of a grant, 50 percent of
the amount of the eligible
improvement costs to a
maximum of $2,000 per farm
operation. Allowable costs
include wages paid to non -
family labour or a con-
tractor's labour costs, and
costs for materials and-
services
ndservices up to an amount
equal to wages paid or a
contractor's labour costs.
Eligible improvements to
fences include installation
and replacement of fences,
removal of old fencerows
and replacement with new
wire fences, and divisional
fences for rotational grazing
of livestock. Improvements '
to outbuildings covered
under the program include
exterior painting, in-
stallation of siding, repair
and replacement of roofs and°
exterior foundations.

financial assistance from the
new Ontario Farmstead Im-
provement Program.
The $5 million program is
designed to encourage
farmers to make im-
provements to fences
outbuildings• and at the same
time stimulate local employ-
ment.
The Ontario Ministry of
Agriculture and Food will
provide grants to cover 50
percent ofthe cost of eligible
improvements up to a max-
imum of $2,000 per farming
operation.
