Colborne Township Council
held their regular meeting
May 4,
The financial statement
per.•~,rsd by MacGillivray
and Company, auditors, wUN
presented for council's study
and was accepted.
Following discussion and
consideration over the past
couple of months,, council
has now decided to proceed
with a competition among
township residents and
ratepayers to develop a crest
or logo for township use. A
corunittee to look into all
aspects of the competition
was appointed with R.
Kernighan, • G. MacPhee,
Beulah Long, Jean Prest and
H. Milburn named to form
the committee. Council
requested that a special
invitation be extended to the
pupils of Colborne Central
School to participate. !Prizes
are to be awarded to the
three submissions judged
best. They . should depict,
among many ideas, the
history of the township, its
land use, recreational and
aesthetic features. Ads are
to placed in the Goderich
Signal -Star to advise the
public of the competition
which will dose on June 30,
1982.
Ron Durnin, road
superintendent, was at-
tending the T.J. Mahoney
Road School in Guelph from
May 3 to 5 but his written
report was presented to and
discussed by council.
• D. Carpenter of Goderich
and Richard Ottewell,
solicitor, appeared before
council[ to r equest4 an
amendment to zoning on a
parcel of land located on part
of lot 11, concession 1, East
Division. This matter is to be
taken up with the Huron
County Planning Depart-
ment before any decision is
made.
Clifford and Glen McNeil
were also present to disucss
a drainage problem on the
12th "concession, West
Division and council
requested the road
superintendent to determine
the exact_ location of the
problem on his return to
work.
Building permits were
issued to -Les Pitblado for an
addition to a cottage onlot 1,
Plan 19; William Jewell was
issued a permit for the
construction and installation
of grain storage bins on loth,
concession 3, West Division;
and Eric Johnston, Port
Albert, was issued a permit
for interior renovations to
his house on lot 5, Plan 3,
Saltford.,
A policy letter from the
Ministry of Agriculture and
Food, land Development
Branch, setting out the 1982-
83 allocation of funds for tile
drainage loans, was read.
The township has been
allocated the same amount
for this year as was spent in
1981-82, although a review to
be conducted in Junecould
result in an adjustment of
the funding, up or down. The
interest rate for 1982-83 on
tile drain loans has been set
at 10 per cent. Area farmers
contemplating tile drainage
work this = year should
complete an application for a
loan, if ,required, before the
end of May, 1982.
In response to a request
from Robert Bell, Reeve of
Tuckersmith Township, for a
grant to support the indoor
swimming facility at
Vanastra, Reeve Bell or his
representative was invited to
attend the next meeting on
May 18 to make a presen-
. tation to support the request.
By-laws 13 and 14-1982, by-
laws to permit the operation
of pits on part lot 6, con-
cession 5, East Divsion and
part lot 6, concession 4, East
Division, and that the
respective properties, owned
by Mary Elizabeth Donnelly
and Richard Francis Don-
nelly of Goderich, be zoned
Extractive Resources (ER -
1), were given all required
readings and passed. The by-
laws will now be circulated
to all owners, adjoining
owners and corporations
pursuant to section 39, The
Plat nning Act.
In other business, a grant
of $40 was approved for the
Huron County Road
Superintendents'
Association for 1982, and on
the request of the Ministry of
Natural Resources, council
considered the application of
John Kuran for a license to
operate a gravel pit on part
lot 5, concession .2, East
Division and voiced no ob-
jections to the application.
The meeting was then
adjourned to the next
regular meeting on Tuesday,
