The Goderich Signal-Star, 1982-05-05, Page 5Speech services approved The Ontario Ministry of Health has approved an amount of $18,000 for Alejandra Marine and General Hospital to share the servic - of a speech pathologist with Clinton Public Hospital. Doctors at AM&G feel that the speech. pathologist will be a great -benefit to the community, especially in assisting children and elderly stroke victims with communicative problems. At present, these people must travel to London for treatment and therapy. No to central bargaining In compliance with a request from the Ontario Hospital Association to provide comments and to take a position on the central bargaining process with hospital unions, the AM&G hospital board has written a letter stating that central bargaining should not be; \made man- "T be forced into central bargaining could be very costly for some hospitals," explained board member Bob Dempsey. At present, AM&G does not participate in the central bargaining process at wage negotiation time (although it often uses the settlements as a guideline) and the board cannot see the benefit in doing so at this time. "We like the way central bargaining is set up now ( with each hospital being able, to opt in or out on a voluntary basis). We want a choice," Dempsey said. Approves new rate The hospital, board has approved a new differential rate for 1982-83 at AM&G with the cost of semi -private rooms rising from $16 to $20 and private rooms from $32 to $40. Such rates generally apply to uninsured people and people ----from- other- countries -such -as -American tourists. trip to the emergency department would cost them $35 and a psychiatric visit $12. FS Five items approved Five items totalling $3,690 were ap- proved for purchase by the hospital board recently—pending availability of funds. They include a stainless steel cart (for, the purchasing department), a dictation system (for the psychiatry department), a tilt stretcher, a Gomco suction and an orthopaedic wheelchair. Discharge hour The medical staff has recommended that the administration prepare and give all patients being admitted an in- formation pamphlet about the hospital and encourage in the pamphlet and through other means the adherence to the discharge hour of 11 a.m. , Vending machines It was noted that the vending machines recently installed in the dietary depar- tment of the hospital have helped balance the budget of that department. To attend meetings It has been decided that the hospital's director of finance and director of nur- sing should attend their portion of hospital board meetings to report on their areas of responsibility and answer any questions or concerns. Fears without foundation Dear Editor, Recently I have become aware of widespread rumors circulating in Huron -Bruce asserting that Parliament is aboutboto pass new and tougher gun control legisla- tion. These rumors ap- parently stem from reports by a British Columbia Member of Parliament that Bill 6451, an Act to amend the Criminal Code in respect to gun control, is due to be debated in Parliament. The fears raised by these rumors are without founda- tion, Bill 0151, which does indeed propose tougher gun control, is not about to be debated. It is not even spon- sored by the Government, but is a Private Member's Bill sponsored by the former Solicitor -General, Warren Allmand, who now sits as a private member on the Liberal back benches. Any Private Member's Bill, if it is brought up for debate in the House of Commons, can be "talked out" by as few as four Members who rise to speak on the Bill. A Private Member's Bill, if it is called for debate, receives only one hour's debating time, and if members have not finished speaking on the Bill, no vote can be called. The debate thus ends with the Bill "talk- ed(out" . There are presently some 450 Private Member's Bills on the Order Paper of the House of Commons. Fully 250 of them come ahead of Bill _C-451 in the lineup, and there are so few oppor- tunities for debating Private Member's Bills that there are still 84 bills to go before we would come to Bill C451. It is therefore extremely doubtful that Bill C-451 could be called for debate before the current session of Parlia- ment ends, causing the Bill to,die on the Order Paper. If by any chance Bill C-451 were called for debate, it would without any doubt be talked out. No Government initiative has been taken in support of it, none has been indicated or announced, and it is unlikely that the Govern- ment would give support to the Bill. But in any case, my own Party and I are definite- ly opposed to Bill 0-151 and would ensure that the, Bill could not proceed through all its stages to completion, assuming it ever could reach the point of being called for debate in the first place.
