The Committee made it
dear that assistance shoe
be given only to those
farmers with a reasonably
good management record
and outlook for the fixture.
The Committee recommend-
ed that applicants be 4t:reen"
ed by local committee
composed of the Bank
Manager, Farm Accountant
and an official of the
Anistry of Agriculture and
Food. These recommenda-
tions would then be sent to a
provincial body for final ap-
provaL
The Action Committee
recommended three ways of
providing aeristance One is
a six month bridging pro-
gram Under this the hanks
would defer interest for six
months and would not com-
pound the interest This
would he useful to a fanner
with a cash flow problem.
Under the second
mechanism, the gavermnent
would make a grant that
would retire the interest on
floating rate bank loans by
five percentage points for a
Peried Of one year. Interest
rates well not be reduced
below 12 percent, however.
This medianism would pr
vide a positive cash flow for
the one year period.
The third optima is a pro-
vincial guarantee of a line of
operating credit_ This would
be used by a producer who
needed new credit to put in
his, crop or buy livestock or
to cover some other
operating empens,--
•The Treasurer followed
this announcement by ad-
ding his assurance that the
government is committed to
a support program for the
fanners before Christmas_
The Treasurer indicated that
given the (Mc& tirnes the
fanners are facing, the
government will make
available W roilliop in addi-
tional funrfmg for this pur-
pose. Opposition Members
welcomed the Sal million
commitment but they quest.
dated whether it woold be
adequate to net the needs
of all those fanners who
have been op' viable
units but now find
themselves in clifilicalty
because of the unimpeded
high interest rates. It is the
hope of the Action Commit-
tee and,. the Opposition
Members that the govern-

A bill to give police the
power to hand out 12 hour
read side licence suspen-
sions and impoead the cars
of marginally impaired
drivers became Law today_
The 12 hour suspension will
apply to drivers whose blood
alcohol reading is at least J
milligrams but Less than the
_06 legal impairment level,
The original bill was ex-
tensively amended by the
Liberal MPP's &ring the
Jastice Committee 42.8e.
Somechanges were
techn- al but others
rE4, reduced the
I of police to pull over
vehicles.
Now the bill is dear that
police must have a
reasonable cause to stop a
car or matt be participating
in an organized spot check
program before they can im-
plement the curb side
suspensions -
The other major change to
the flighway Traffic Act
which the bill wall make is
that Judges will now have to
suspend the licences of peo-
ple convicted of wilfully
precipitating a police chase,
for three yeats.
