Colborne Council awards new snowplowing contract
Colborne Township Coun-
cil met in regular session on
Tuesday, December 1 and
approved payment of bills
and accounts in the total
amount of $67,550.66. Includ-
ed in this amount were
payments of $5,800 for tile
drainage loans, $4,800 to the
Province of Ontario for
drainage debentures, and
$13,900 for repair work and
erosion control done on the
Lamb Municipal Drain in
Block E.
Ron Durnin, road
superintendent, reported
that the township snowplow-
ing contract for the 1981-82
winter season had been
retendered after John Cox of
Wingham had advised that
he would be unable to fulfill
the contract which had been
awarded to him originally.
On retendering, quotes were
received by. invitation from
John McKercher of R.R.2
Bluevale and Nicholson
Haulage of R.R.2 Bluevale.
The tender of John McKer-
cher was accepted at a price
of $16 per day "standing
time" and $33.75 per hour
"operating time".
Leonard Fisher, chairman .
of the Colborne Recreation
Committee, appeared before
council and asked that a
!replacement for the position
be found as he felt that a
change was needed. He of-
fered to continue his active
participation in the recrea-
tion program and to assist,
in any way possible, the new
chairperson. On a motion by
council, Bill Vanstone of
R.R.4 Goderich was ap-
pointed chairman of the
Recreation Committee.
Council discussed, at con-
siderable length, the matter
of what appears to be ex-
cessive engineering costs be-
ing billed for surveys, plans,
reports and superintendence
on municipal drainage pro-
jects. While not suggesting
impropriety on anyone's
part, council members felt
that there was not sufficient
breakdown or detail in the
invoices for these services to
enable proper and full
evaluation and, therefore,
requested the clerk write to
the consulting engineering
firm of Gamsby and Marr
nerow. Limited of Guelph, re-
questing that they provide
such a breakdown 'on their
invoices concerning several
drainage projects now in
various stages of progress.
Pending receipt of this infor-
mation, a third reading of
by-law no. 19-1981 concern-
ing the Lamb Drain Erosion
Control and Culvert Protec-
tion Works, was tabled to the
December 15 meeting.
A copy of a letter from the
Ministry of Natural
Resources addressed to John
Schoonderwoerd of R.R.1
Mitchell was received and
filed. The Ministry advised
Schoonderwoerd that the
Township of Colborne had
objected to his licensing a pit
on Lots 19, 20 and 21,
Maitland Concession, on the
grounds that the area in
question is within a Natural
Environment designation
which prohibits extractive
operations. Schoonderwoerd
was advised in the letter that
in order for his application to
be further considered, he
would have to seek an
amendment to the
township's Official Plan.
An order of the Ontario
Municipal Board approving
by-law no. 4-1981 has been
received This is a restricted
area zoning by-law concern-
ing lands in Lot 11, Broken
Front Concession, owned by
Pat Whalen.
In February of this year,
council developed a set of
policy guidelines in hopes
that a workable order could
be brought to the problem of
how to handle all applicants
for tile drainage loans in an
equal and fair manner. One
of the provisions in the
guidelines was that applica-

in any year had to be filed
with the clerk not later than
June 30 of that year. Ex-
perience through the year
made it clear that this was
not satisfactory and on
reconsideration, council
decided to set the period for
acceptance of applications
as January 1 to December 15
in any year. Other aspects of
the guidelines remain un-
changed for the time being
and provide for applications
not to exceed 50 per cent of
the cost of the project up to a
maximum of $20,000 in one
year and that the tile be in
the ground and inspected by
December 15 of the year in
which the loan is applied for.
All loan applications are sub-
ject to the availability of
funds and to the guidelines of
the Ministry of Agriculture
and Food. Farmers con-
sidering tile drainage loans,
should contact the township
clerk for complete details
and application forms.
The meeting was adjourn-
ed to the next regular
meeting on Tuesday,
December 15.

evening and presented the
proprietor, Mr. N. T.
Morrissey with a handsome
diamond tie pin as a mark of
their esteem for him
On Tuesday the first
ballast train from Colborne
to cross the permanent
bridge to the south end of
that structure dumped its
cars on Squaw Island.
Engineer Harris crossed on
it and Goderich and Colborne
are now joined solidly
together.
The trees on the Holmes
and the Warnock lots, now
owned by the G.T.R., are
being cut down and as the
two dwellings are shortly to
be moved, a few weeks will
see the foundation for the
G.T.R. freight shed being put

A power shovel battered
down the walls of the gulled
13ritish Exchange Hotel this
week while citizens
speculated as to what new
building, if any, may arise on
the site. Ownernarry Levine
told Signal -Star that he has
no definite plans but rejected
an offer of $5,000 for the
location on the Square at ,
South Street. Three men died
in the hotel fire a week ago
and an inquest has been set
for one of the men this week.

deputy -reeve's seat when
Goderich voters went to the
polls Monday, defeating
Leroy Harrison by a small
comfortable margin. For-
mer reeve Stan Profitled the
puns as he was returned to
office as a councillor. He was
followed by Dave Gower,
Elsa Haydon, Bob Allen and
newcomers Don Wheeler and
John Doherty.
Goderich's town flag was
officially dedicated , in a
ceremony in front of tovm
haft last Wednesday. The
flag was presented to Mayor
Deb Shewfelt by Judge F.G.
Carter and then hoisted atop
the recently installed pole by
W.E. Elliott.
Planned Parenthood
organizer Dave Weary has
been at work over the past
week setting up the new
Planned Parenthood drop-in
centre in Goderich at 67
