The story read that 528,000 people used the department in a seven month period as opposed to the 410,000 allowed for. With a population of only 7,000 that would make the department a pretty busy place. The story should have read that the budget for the seven month period for that department had increased to $528,000 as opposed to the $410,000 allowed for.
