At the November monthly
_meeting of the Dungannon
Agricultural Society, Robert
Kay of K. Decorating ex-
plained how he would refin-
ish the hall floor. It was
decided to begin work on the
floor immediately.
A delegation from the
Dungannan and District
Kinsmen Club was present
and a new contract was
presented to them, outling
conditions for renting the
hall. Hall rental charges
were established for renting
to groups wishing to hold ball
tournaments next summer.
,It was decided by mem-
bers present to buy four pair
of folding table legs and
install them on the tables.
The remaining I6 pair will be
purchased next spring.

I'm a small businessman in a 40% tex
bracket.
My accountant says your new 'budget'
increases my taxes by 40%."
"I thought this budget was supposed to get
the'rich, Al. Who told you I was rich?"
The 1.62 resolutions of Mr. MacEachen's 'budget' really
don't add up to a budget at all. Some of the largest ac-
counting firms in the country call them a whole new
system of taxation. '
"There's no more reward for a company do-
ing well, AI?..."'
If your companywas doing well;, you used to pay
yourself a dividend. Your company used .to pay 25 per-
cent intaxes in order to pay that dividend. The effec-
tive rate is now 33.3% ("That's a jump of 1/3, All") If
,your company , was doing well,, the company could
make a car available to you for business and personal
use. As a minimum you, paid tax to the government on
12% of the purchase price every ,year. Now, as a
minimum you have to pay tax on 30% of ihe purchase
price every year. ("What's ' thatgoing to do for car
sales, Al?")
If your company. was doing well, you usedto be able to
provide employees with a dental plan without any tax.
cost to them or yourself. Now, that's a taxable benefit.
If your company was doing well, you used to be able to
give employees low-interest Iodns to assist them to buy
houses as well as other things. This assistance to the
employee is now gone. All loans must be made at the
same interest rate charged by commercial leaders.

How the budget affects a hardware store
owner.
Take a man who owns a hardware store. His store is
profitable. It employs five. The owner had the store buy
a delivery van. He sometimes used the van personally.
He used to pay taxes on $1200 a year for doing that.
Now,' he'll pay taxes oh $3000. An increase of 150%.
The owner had a dental plan for employees. He gave it
to them free. Now they'll be charged taxes on the plan.
The store made a loan to an employee of $20,000 for
down -payment on a house. The interest rate charged
was 9%. Now the interest rate will be substantially
higher or the employee will pay more taxes.
The company paid the owner a $10,000 dividend a year.
That dividend used tocost the store nothing to pay.
Now it costs the store in taxes, $1,111. to pay. This only
leaves, for theowner, a taxable $8,889., instead of a
taxable $10,000.
The owner invested some of his savings in a five year
Guaranteed. Investment Certificate. He used to have to
pay taxes on the interest when he got the money — at
the end of the five year term. Now, he'll have to pay
taxes on the interest accrued every three years —
whether he's actually seen the money or not.
Will the budget affect the person wanting to
start a new business?
Small . businesses have been the best job creators
around.
Will that be true after the new budget?
Read on:
You're starting a Widget Company.
After the budget, the .capitol cost allowance on Widget
machinery in the year itis purchased will be only half
of what it is now.
After the budget, the interest on the money you bor-
rowed from the bank to start the business is no longer
deductible — unless that business is an immediate suc-
cess and starts paying dividends in the first year.
(Guess how often that's going to happen!)
After the budget, there don't seem to be any particular
advantages to going out on your own.
"Al - usually when you make massive
changes like this, there's a white paper
first. Why -are you sneaking this in?"
Nobody was given a chance to have a say.
A White Paper would hove been nice.
"There are thousands upon thousands of small
businessmen hit by your 'budget'. When you add it to
high interest rates, the recession and inflation —
what's going to happen to small businessmen Al, and
those they employ?"
If you're a small businessman reading this, we'd advise
you to spend the weekend going over your books. Find
out exactly what everything we've told you is going to
cost.
What it'll cost you. And your employees. And your
customers. .
There's no magic wand to wove to make it go away.
You're stuck with it.

big increases in salaries, big increases in ful-
ly indexed pensions and have increased
government spending by 22%.
What to do.
Step one: sign and send the coupon below. We'II make
'sure it gets to the right people in Ottawa.
Step two: go to the business next door. Have them do
the same.
Step three: Take an hour. One hour: diol every Liberal
Member of Parliament you've ever heard of. Tell them
just exactly what this new 'budget' does to you. How
you feel about it.
Tell them that if they vote for this Budget, .you will ac-
tively work against their next election.
Do any of these things.
Do all of these things.
Or start learning to live with a 'budget' that is about to
put you out of business.

hospital on Thursday in his
69th year. The body rested at
McCallum's Funeral Home,
Goderich until Sunday,
thence to Dungannon Maus-
oleum for later burial in
Greenhill Cemetery, Luck -
now. Lunch was served at the
United Church following the
service.

Powell and family of Auburn
on the tragic Toss of a dear
son and brother, Wayne
Powell of Clinton in his 24th
year, as the result of an
industrial accident. He is
also survived by his wife,
Jinette and two small child-
ren.
Lorne Pentland of Sarnia
and formerly of Dungannon
passed away at Trillium Villa
Nursing Home, Sarnia on
Friday in his 81st year. He is
survived by one brother, Les
of Goderich, formerly of the
Nile, as well as four nieces
and three nephews.
Stiles Funeral Home, God-
erich was in charge of
services with internment in
Dungannon Cemetery on
Saturday at 3 p.m.
Mr. and Mrs. J. C. Alton
of London spent the weekend
with Jack and Donna Alton.
On Sunday the foursome ac-
companied by Mrs. Gwen
Caesar thoroughly enjoyed
the . "Maggie and Pierre"
production presented at
Blyth theatre. This is a one
woman show presented by a
very talented ' actress.
Steve Whitney returned
home on Sunday from hospit-
al where he had spent a few
days with pneumonia.

Leola Chisholm was home
from Cambridge on Monday
to visit her parents and other
members of the family, She
recently received word that
she passed her Registered.
Nurses exams with a mark of
92.7%.
Euchre Party
At the bi-weekly euchre
sponsored by the senior
citizens, there were 12 tables
of cards in play. High lady
score was Delores Culbert,
while low score was Donna
Powell. Eldon Culbert was
high score for the gents while
Jack Errington took the low.
Another card party is sched-
uled in two weeks.
President Ted Bowers also
announced that a 50/50 draw
and a glass turkey draw are
to be held before Christmas.

going to
the dogs
CLINTON - M long as Mayor
Chester Archibald is in
power, Clinton won't be
going to the dogs.
The adamant supporter" of
stricter dug controls for
Clinton, Mayor Archibald
has presented a revised
bylaw to town council for
study.
The proposed bylaw is
similar to previous ales,
however one significant
addition that Mayor
Archibald hopes to include is
the limitation of dogs for
each household in Clinton.
fie is proposing one dog per
household.
Some councillors are
concerned that this
limitation may be difficult to
implement, and to control. It
was decided that further
consideration should be
given to this proposal and it
was suggested that the town
hire a bylaw control to en-
force the dog bylaw.
As well, Mayor Archibald
has ordered town police to
shoot two dogs that have
been a nuisance to many
Clinton people, resulting in
