these hours? They are trucks.
The salt trucks must get to the mine at any and all
hours when there is a break in the weather. You may
say, "Oh, that's Victoria Street." But shutting down
the truck route will mean all of it, not just Elgin
Avenue and Wellington Street. The people on Victoria
Street, Bayfield Road, and Huron Road also live in
residential areas, and wouldn't expect any different
treatment.
The grocery transports arrive before 5 a.in. and the
stock clerks go to work then so that you may buy
grocei4ies at 9 a.m. '
In addition, the elevators are big business, paying
large taxes into our town treasury. During the har-
vest season, the farmers must work according to the
whims of Mother Nature. If the crop is ready for
harvest and the weather is right, farmers work day
and night. With the modern harvesting methods, they
load directly on trucks, and these end up at our
elevators.
Do you wish the farmer to pay added penalty to
allow the full trucks to sit in his field because they
can't arrive in Goderich before 7 a.m., or to sit here at
the dock all night because they can't get out of town
limits after 11 p.m.?
In checking with the assessment office, value of
property on these streets has not declined.
Because we do live in a farming community, and
that won't change, and in the interest of industry and
finance, I cannot support this petition.
Board plans implernentation...

' Superintendent Kenwell said once the 25 forms are
completed, a better understanding of what will be
required to implement Bill 82 in Huron County would
be possible.
When asked about special education at secondary
school levels, Mr. Kenwell said not as much has been
done as at the elementary level. He cited lack of
money and a preference for starting at the elemen-
tary level as two reasons.
It was noted that superintendents of business would
be having a meeting with Ministry officials regarding
details of funding.
In other business, the board supported Ontario
Public Schoolrustees' Association (OPSTA) in its
bid to stop the Ontario Energy Board from making
Union Gas stop its group billing arrangement. The
board currently has this arrangement with Union Gas
and if stopped could cost the board an additional
$6,000;
The board accented the tender of Smith -Peat
Roofing and Sheet Metal of $38,000 for work on South
Huron District High School. It was the lowest tender;
The board will request the Ministry of Tran-
sportation and Communications lo erect school bus
loading signs at the entrance of Huron Haven Park ati`,tt2,
Highway 21.
Two novels Avalanche by Arthur Roth and Desert
Chase by Kathryn Storey Sant were approved for use
in elementary schools and The Strange One by Fred
Bodsworth for use in secondary schools.
The board also endorsed a drug abuse prevention
program with assistance from local police forces in
elementary schools.

would be unfairly singling out a group, councillor
Elsa Haydon said. "We haven't asked groups to pay
in advance before and it's too harsh," she said.
A motion requesting payment, passed by council
September 21; does not mean the Association is
obligated to pay the money Profit argued.
"They did not sign an agreement to repay the
money and we can pass all the motions we want but
they must agree to it," he said. "Morally they owe us.
But we should give them the opportunity to pay the
money back."
The finance committee's recommendation was

Maitland Manor nursing
home died in Maitland
Manor on Thursday,
November 5 at the age of 93.
She was born in Glasgow,
Scotland on July 19, 1888 to
Mr. and Mrs. Thomas
Liddell.
Shehad lived in Glasgow,
Colborne Township and
,Goderich. She was a•
member of Knox.
Pre$byterian Church.
She was predeceased by
her husband, John T. Pit-
blado
itblado on September 25, 1979.
She was also predeceased
by two daughters, Mrs.
William- (W4nnifred)

November 7 at 2:30 p.m. The
Reverend G.L. Royal of-
ficiated.
Interment was in Colborne
Township Cemetery.

Stephens, John Stephens,
Roger Pitblado and Ronald
Pitblado, all grandsons of
the late Mrs. Pitblado.
