With the List of new cars
escalating each year,
Canadians are searching for
ways to keep their present -
car on the road for as long as
possible.
One of the most fun-
damental ways to do this is
by carefully reading your
car owner's manual. This
little booklet can be a
"master key" to longer car
life. However, itis surprising.
to note that not many
Canadians ever read their
owner's manual.
If you follow the manual's
maintenance schedule, car
care experts are convinced
there is no reason why your
present car 'cannot be kept
on the road well past 150,000
kilometres:
In today's economic
climate, there are definite
advantages to keeping your
car in good condition. Cars
which have had regular
servicing are more fuel-
efficient
uerefficient and less prone to
undergo major, costly
repairs.
Just by following a few
simple tips, you will give
yourself the advantage of
being able. to postpone that
new car purchase. In a
recent national survey, it
was found that more than 50
per cent of Canadian car
owners have postponed
buying a new car in the last
year.

Check your cooling system
regularly. Overheating can
cause a chain reaction of

additives to fight rust in your
cooling system.
Change your automatic
transmission fluid and filter
regularly.
Do not warm up your car
for a long period of time in
idle. This can actually
damage your engine. And
never rev your engine in
park.

minals clean and dry.

Government helps
municipalities
TORONTO - The Ontario
government , will provide $4
million over the next three
years to help municipalities
reduce oil consumption and
operating costs • by con-
serving energy and conver-
ting from oil heat, Energy
Minister Robert Welch said
today.
"Under this municipal off -
oil and energy conservation
program, many
municipalities will receive
financial assistance toward
the capital costs of new
equipment that will save oil
and energy," Welch said.
The program, part of a 10 -
point, $165 -million energy
package unveiled last Oc-
tober, will begin by concen-
trating on converting
municipal buildings from oil
to alternative heating
methods such as electricity,
natural gas or wood.
In this first phase,
municipalities may submit
applications for each facility
that uses heating oit\ each
project is eligible for up to
$50,000 in provincial
assistance. Municipalities
may submit prequalification
applications immediately.
In the second phase of the
program, energy con-
servation and retrofit pro-
jects Will also receive finan-
cial. assistance.
Highest
The prospect for Cana-
dians paying this winter's
fuel bills shows that Charlot-
tetown residents are faced
with the country's highest
annual energy -utility costs
whilerates in Vancouver are
the lowest, according to a
Royal Trust study.
Average energy - utility
costs in Charlottetown for a
1200 square foot home ring in
at $1920,$2523 for a 2000
square foot . home. At the
other end of the spectrum,
the owner of the smaller
home in Vancouver paid an
annual energy - utility bill of
$661; the owner of the .larger
home had to budget for $815.
A year ago, Calgary -had
the country's lowest energy
costs, but now ranks' third
after an extraordinary. 44.9
percent jump, during the
course of the year

One of today's safest in-
vestments is improved
energy efficiency for your
home.
After all, the cost of
energy isn't likely to drop.
And you havethe added
benefit of knowing you are
helping Canada move closer
to energy self-sufficiency.
But since the home itself is
a big investment, many
owners just don't have . the
cash to invest in insulation,
new heating systems or
other energy-saving
features.
So the Ontario and federal
governments offer a variety
of programs , to help
homeowners who want to
save energy or switch from
crude oil to a more secure
heating source.
Ontario Hydro has just
started the Residential
Energy Advisory Program
in rural areas of the Pro-
vince. Under REAP, an-
nounced by Energy Minister
Robert Welch last spring,
Ontario Hydro and
municipal electric utilities
will be authorized to provide
homeowners with loans of up
to $2,000 along with advice on
how to make their houses
more energy-efficient and
how to improve their heating
systems.
The loans, with attractive
interest rates, will be
available to: •
+improve home insula-
tion;
+upgrade electrical wir-
ing;
generally improve a
home's energy efficiency; -
+convert heating systems
wholly or partially to elec-
. tricalheating.
• There's help from Ottawa
as well. The Government of
Canada offers taxable
grantsof up to $800 to
homeowners wishing to
switch from oil to non -oil
heating. .
The Canada Oil,
Substitution Program effec-
tive for conversions from Oc-
tober 28, 1980 to December
1990, covers up to 50 percent
of the eligible conversion
costs. Non -oil energy
sources include natural gas,

electricity, propane, coal,
wood, peat, wind and solar.
If you already use
something other than oil to
heat your house but want to
burn less fuel, the federal
government will provide a
taxable grant of up to $500 to
help you upgrade your
home's insulation. The
grants offered under the
Canadian Home Insulation
Plan or CHIP, include up to
$350 for approved materials
and one-third of labour costs
up to $150.
Homeowners who con-
serve energy, or convert to
non -oil methods of heat can
also take advantage of
several Ontario tax exemp-
tions.
Many materials designed
to improve insulation such
as weather stripping,
double -glazed windows or
thermal insulation are ex-
empt from the seven percent
provincial sales tax. .
Sales tax is also eliminated
on heat pumps, solar energy
or wind generating systems,
wood -burning stoves and
tinier -controlled ther-
mostats.

will give you a seven percent,
rebate or $700, whichever is
less.
