The Goderich Signal-Star, 1981-10-21, Page 5OBITUARIES Fr rm r NewsRecord publisher dies in Huronview DICK ATKEY Richmond Secord (Dick) Atkey of Clinton, a former publisher and-':itor of the Clinton News -Record, died at Huronview on Wednesday, October 14. He was 77. Mr. Atkey, who had suf- fered a stroke three years ago from which he never fully recovered, was publisher of the News - Record from 1945 when he bought into the paper along with 'partner Herman L. Tomlinson, who left the paper the following year. In 1948, Mr. Atkey took over sole proprietorship of the paper and ran it unti11952 when it sold 1t to Frank and Harry McEwan. He then moved to Arnprior where he purchased and ran The Chronicle until 1965 when he sold out to Thompson and moved back to Clinton. Mr. Atkey was hornin Oxenden, Ontario on February 24, 1904 and graduated from Victoria College of the University of Toronto in 1925. His newspaper career included stints at The • Barrie Examiner and The Daily Commercial News of Toronto. In 1934, he married the former Margaret G. Baines in Toronto and she survives him. He was a member of Wesley -Willis United Church of Clinton. As well, he was an active member of the Clinton Lions club, the Canadian Power Squadron and the Goderich Power Squadron,°where he attained the rank of Junior Navigator. He was a member of the Masonic 'Lodge of Clinton and an active member of the LETTERS Article on property bylaw was biased reader says Dear Editor: This letter is m response to your "spread" of a week ago regarding the town by-law and minimum standards. I felt the article was biased. Since the article appeared, I have had several people approach me with ques- tions as to, "Why pick on certain in- dividuals" — some people even having vi- sions of our committee prowling around their premises with flashlights, yard- sticks, etc. First' of all, our committee is composed of three public -minded citizens who act in the capacity of go-between with other citizens and the property standards officer — we have nothing to do with violations. ex- cept where individuals appeal notice of violations which are issued by the property standards officer only on written com- plaints (not on anonymous or crank calls), or in the case of derelict vehicles, by the municipality. When a notice of violation is issued, the citizen has the option of abiding by the notice, or appealing in writing to the pro- perty standards committee, who then set up a date for a hearing, giving the ap- pellant time to gather any pertinent infor- mation which might be of value in reaching a decision. The hearing is held with both the appellant and the property standards officer present, giving their opi- nions. (Incidentally, hearings are open to the public and any interested person may attend). The committee, contrary. to popular belief, is neither "pro" muncipality, nor "anti" citizen — and tries in each case to reach an amicable solution. After hearing the appeal and, in most cases, viewing the violations, if this has not been prior to the hearing, the commit- tee has four options: a) to confirm the order and time for compliance; b) to quash the order; c) to modify the order; or d) to extend the time for compliance with the order. The appellant is notified verbally of the decision and then sent a registered letter confirming the decision, also advising that the decision may be appealed to a judge of the county in which the property is located, by notifying the clerk of the corporation in writing within 14 days after sending the copy of the decision. After this has been done, the committee has no further deal- ings with the appellant. The sole function of the committee is to hear the. appeal. I feel that the committee is composed of three fairly responsible citizens. i.e. Maurice Jenkins, J. Eric Kirk, and the writer, as secretary. It is my hope that this letter might help clarify the responsibilities of our commit- tee and dispel the idea that we are the "bad" guys out to get the "good" guys. Ac- tually, being a member of the cemetery board would be much more comfortable. Thank you. Mrs. Carl Schneiker, Secretary, Property Standards Committee Progressive Conservative Party. Besides his wife, he is survived by one sister Marie, Mrs. Raymond W. Hughes of Goderich; three nephews, the former honorable Ronald Atkey of Toronto, John Hughes of Atwood and James Atkey of Winnipeg; and four nieces, Jane Atkey of Toronto, Nancy Graham of Goderich, Ann Leeland of Winnipeg, and Allison Atkey of Saskatoon. He was predeceased by two brothers, Osborne L and J. Maxwell Atkey. The Clinton Lions Club held a memorial service on Friday evening, October 16, and the funeral service was held on October 17 from the Beattie Funeral Home. Interment was in Bayview Cemetery in Wiarton. Pallbearers were Ronald Atkey, John Hughes, John Wise, Beecher Menzies, Ralph Smith, and John Graham. Honorary pallbearers were Dr. Harold Smith of Barrie, Kenneth Walls of Barrie, Bert Gllddon, Stewart Middleton, and Doug Bertliff, all of Clinton, and Dr. R.W. Hughes of Goderich. MRS. GILBERTE DELBERGUE Mrs. Gilberte Delbergue of London Road, Port Albert died in Alexandra Marine and General Hospital on Saturday, October 17 at the age of 64. She was born in Tournai, Belgium on March 19,1917 to Charles and Louise (Dubuisson) Boulanger. She married Julien Rene Delbergue in Tournai on November 16, 1936. They came to Canada in 1948 and lived in Brussels until moving to Auburn in 1959 and to Port Albert in 1979. The late Mrs. Delbergue was.; a member of the St. Augustine Roman Catholic Church and the St. Augustine Catholic Women's League. She is survived by her husband; three children, Rene of R.R. 2 Lucknow, Mrs. Josette Friar of Walkerton and Andre4R.R. 3 Auburn; and 11 grand- children. She was predeceased by two brothers, Charles and Henry Boulanger of Belgium and one grandson, Henry Delbergue. A funeral service was held at St. Augustine Roman Catholic Church today, Wednesday, October 21 at 11 a.m. The Reverend Father Ed Dentinger officiated. Stiles Funeral Home looked after thearrangements. Interment was' in St. Augustine Cemetery. Pallbearers were Ron Vercrussen, Bert and Jim Moss, Frank Thoeny, Ken Scott and Carl Seeger. MRS. EVELYN MARY ORR Mrs. Evelyn Mary Orr of R.R. 2 Goderich died in University Hospital, London on Thursday, October 15 at the age of 59. She was born in Goderich on February 4, 1.922 to Frederick and Ethel (Hoggarth) Wilson. She married Gerald B. Orr in Goderich on March 21, 1942. They lived in Goderich Township. The late Mrs. Orr worked as an N.R.A. at Alexandra Marine and General Hospital, Goderich. She was a member of Victoria Street United Chure h. She is survived by her husband; three sons, David of R.R. 2 Goderich, Keith of Tiverton and Raymond, at home; two daughters, Janice and Catherine, both of London; one sister, Mrs. David (Helen) Vail of Brampton; ' and two gran- dchildren. A funeral service was held at Stiles Funeral Home on Saturday, October•17 at 2 p.m. The Reverend John D.M. Wood officiated. Interment was in Maitland Cemetery, Goderich. Pallbearers were Jim Hayes, Richard Porter, Ron Falconer, Stan Mcllwain, Charles. Orr and Douglas Orr. . Flower bearers were Jim Vail, Gentr O ,Angela Orr anddJiinH FOREST RUSSELL McCLURE Forest Russell McClure of Goderich died in ,Alexandra Marine and GeneralHospital ' on Monday, October 12 at the age of 89. He was born in Winthrop, Ontario on October 11,1892 to John and Matilda (McClure) Burke. He lived and farmed in Goderich Township until moving to Goderich in 1962. • He was a former member of Riverston L.O.li no.145 and an honorary director of the Bayfield Agricultural Society. He was also a member of Victoria Street United Church, Goderich He was predeceased by his first wife, Myrtle Johnston and one sister, Mrs. Dave (Floss) Lamb. He is survived by his second wife, Gladys Warner; one stepson, Lloyd Sowerby of Holmesville; one sister, Mrs. Howard (Irene) Blanchard of Uxbridge; one brother, Leslie of Seaforth; and three step - grandchildren. A funeral service was held at McCallum Funeral Home in Goderich on Thursday, October 1.5 at 2 p.m. The Reverend John D.M. Wood officiated. Interment was in Bayfield Cemetery. Pallbearers were George Warner, Bob $owerby, Everett Mcllwain, Warren James, Alvin Proctor and Bob Mills. FLORENCE MILLER Mrs. Florence Miller, • a former resident of Goderich, died in Owen Sound on October 7. She is the widow of Forbes Miller, a former garage owner at the five points intersection for many years.
