George Morley was present at the meeting to enquire into building permits regarding Plan 13. No motions were recorded regarding this. Mr. Davidson and Mr. Pornpilii were also at the meeting to present two by- laws regarding Blue Anchor Condominium project. After discussion, by-law 14, 1981, a by-law to establish site control, was . given three readings and.passed. 15, 1981, a by=law to regulate the use of land and the character, location and use of buildings and structures, was given three readings and also passed. Audrey Vanden Heuvel was present to request that the beach at the Goderich Township Lakeside Park be cleaned up. This matter was left with the Parks Board and RaadSuperintendent. S. Bruinsma was present to request certain changes in the sub -division agreement regarding the S..A.M. development. A motion was passed that' the clerk discuss nee matter with the solicitor and setup a meeting with the reeve to discuss alterations 'to the agreement and clarification in other sec- tions. A letter of protest from a number of ratepayers was received and read. It was relative to the bulldozing done on lot 20, concession 1, an action which the letter deemed dangerous to their properties. The clerk was instructed to reply that the matter was not\ under the control of council at this time. By-law 13, 1981, a by-law to establish a tile drain debenture on six properties for a total of $37,000, was given three readings. and passed. Considerable discussion arose over the new legislation which enables a municipality to raise the. penalty interest rates on tax arrears and the penalty on overdue current taxes. The clerk was instructed to prepare at this time by-law to raise the penalty interest rates on tax arrears. Tile drain - loan ap- plications were approved for W.F. Lobb on Maitland concession, lot 48 for $5,025; Allard, Feddes on concession 7, lot 25 for $5,525; J.A. Tebbutt on Maitland con- cession, lot 50 for $10,025; Wayne Tebbutt on Maitland concession, lot 70 for $10,025; and Gerald Tebbutt on Maitland concession, lot 49 for $11,0255. Muer Construction requested two insurance cheques be endorsed y -laws (payment for vandalism done last October) and that the township also pay half of the deductable portion. Council agreed to sign the two payment cheques but not to pay half of the deductable portion. Building permits were issued to J. Tebbutt for an equipment shed on concession 16, lot 12; to J. and Ted Shack for a sun deck on Plan 28, lot 2; to Wayne Jones for a house addition on concession 1, lot 10; to Jacob Stryker to asse demolish a barn and to build a garage on concession 7, lot 24; to Ron Smith for a sun deck on Base Line, lot 23; to Goff Brand for a storage yard on concession 9, lot 40; and to Allard Feddes to demolish a shed on con- cession 7, lot 24. Although few women attend, Laura did see one and she says it wasn't as bad as it sounds. One event which stands out in Laura's mind is the visit made by Pope John Paul II to the Philippines where she was able to see hien in person. Now that she is home, Laura plans to take Grade 12 and 13 at GDCI and then go on to study medecine, politics or tourism. She has already given a slide presentation on the Philippines to the Goderich Rotary Club which sponsored her. The Manila Rotary Club with over 400 members, is the largest in Asia. Laura will also be speaking to her church and the Eastern Star Lodge on the Philippines and she is willing to speak to ' any other groups who would like to hear her. In September she will become part of a Rotex committee which will conduct community projects to raise money to help other Rotary exchange students. "You might say my year as an exchange student is only beginning," says Laura. At present, an exchange student from Venezuela named Maribel Padilla is living with Laura's family. She arrived last Wednesday and will remainwith the Raithbys for three or four months before moving in with another host family. "I wish she could stay with us the whole year. I really enjoy having her. She is adjusting very well and is picking up English fast," says Laura. Rotary exchange students must be between the ages of 16 and 18. They must do well academically and they should be outgoing and easily adaptable to new environments. Laura was interviewed at school first and was then sent to a district interview for all of Ontario and part of Michigan where she was one of 20 students out of 44 to be actually sent on an exchange trip. The Philippines was her first choice as a country she wanted to be sent to with Japan and Australia as second and third choices. "I wanted to go to an Asian country where the culture was completely dif- ferent and where'I could learn Spanish and still speak English. I also wanted to ex- perience a Third World country," Laura explains. She is not sorry she chose the Philip- pines. She still writes to friends she made there and plans to visit it again some day. She admits that she was homesick for her family for the first three months but says once she got used to things and made friends, she was okay. She was forced to be independent and the whole year was a maturing as well as enriching experience.
