nounced by the Canadian
Organizing Committee for
1981- The International Year
of Disabled Persons.
Unlike other national con-
tests in whichentries are
received and judged in Ot-
tawa, this event will be
organized and endorsed by
provincial and territorial
ministries of education.
The students will be asked
to illustrate their thoughts on
the subject: "What is a
disabled person?"
The contest rules explain
that .there is a difference
between the terms "disabili-
ty" and "handicap". The
former is the physical or
mental condition which af-
fects the way a person does
things; the second'iSYhe bar-
rier put up by the environ-
ment or by society and its at-
titudes. The goal of 1981 is to\
eliminate handicaps so that
disabled persons can live a
more normal life:

Person?", the Canadian
Organizing Committee
hopes that students will ex-
pand their thinking and draw/
or write not only about tradi-
tional images of disabled
persons, but explore situa-
tions •affecting able-bodied
persons as well. Thus, a
woman with a baby carriage
facing a set of stairs is an ex-
ample of a handicap. ,
Provincial and territorial
ministries have been asked
to coordinate this event and
to appoint or designate
organizations to judge and
receive entries. Many
ministries have already
begun to create information
kits and other aids for
teachers and some are ex-
panding the theme and scope
of the contest within their
provinces. The COC for 1981
has requested that each pro-
vince submit one winning
poster and essay by
November 15.
The COC for 1981 is
prepared to award a $100
Canada Saving Bond to the
provincial winners .with the
agreement of the ap-
propriate ministry of educa-
tion.
Disabled children who are
unable to draw or write, are
encouraged to participate by
using a helper of approx-
imately the same age to ex-
ecute their ideas. A special
prize will be awarded to the
helper if the winning entries
are composed by such a
team.
