as requested to a resolution
of the Town of Leamington
regarding a low interest
mortgage program in
.Ontario and was endorsed by
counciL
A resolution of the United
Townships of Bangor,
Wicklow and McClure,
calling for an amendment of
Sections 543 and 555 of the
Municipal Act to reduce the
three-year period to two
years for tax registration
and sale of the property by a
municipality in consequence
of tax arrears, was not en-
dorsed. Council felt that at
this time of high interest
rates and inflation, the
reduction of the three-year
period to two years, wherein
tax registration could be
undertaken bya
municipality, could result in
many hardships to a
property owner in a to
arrears situation. Council
members concede, however,
that some proPerty owners
do use the low penalty in-
terest rate applied to tax
arrears to the disadvantage
of 'municipalities and it
would be better to have a
more realistic penalty ap-
plied against tax arrears to
discourage this abuse.
The clerk advised council
`that he would be absent on
holidays from July 17 to
August 2 and that
arrangments have been
made to keep the office open
during normal business
hours excepting on Monday,
July 20 and Monday, July 27
when it will be closed.
The next regular meeting
is scheduled for 8 p.m. on
Tuesday, July21.
Gas level
down
Acid gas emissions from
Ontario Hydro's fossil -fired
generating stations during
the first quarter of 1981 were
down sharply from the pro-
jected level, and down slight •
ly from the 1980 first-quarter
total.
Emissions of nitric oxide
and sulphur dioxide to the
end of March totalled 156,000
tonnes. The estimated range
for this period was 190,000 to
210,000 tonnes, and in 1980
the comparable figure was
159,000 tonnes.
"If the present trend con-
tinues, Hydro's, emissions
for 1981 would be in -the order
of 475,000 to 500,000 tonnes,
down considerably from our
previous estimate of .560,000
to 609,000 tonnes~" said Arvo
Niitenberg, Hydro's Vice -co
President of Planning and
Administration..
"Emissions vary with the
use of coal-fired generation
'and, once a coal unit is fired
up, with the sulphur content
of the fuel," Niitenberg ex-
plained.
The use of coal generation, •
in turn, varies with the rise
and fall of demand and the
availability of lower-cost
hydro -electric and nuclear
generation.
"Demand was below
forecast in the first quarter,
the nuclear plants .perform-
ed better than anticipated,
and the mild weather in
February improved water
flows through the hydro sta-
tions.
"Together, these factors
substantially reduced our
need for coal generation and
emissions fell accordingly,"
Niitenberg said.
Emissions were further
reduced because the coal us-
ed had a lower average
sulphur 'content than in the
past, he added.
Hydro announced last
January that it would spend
$500 million to reduce its .an-
nual 'etnissions to below
300,000 tonnes by 1990, as re-
quired by provincial regula-
tion.
