From January to April 1980 permits totalling $165,000 were issued but this year the figure dropped to $49,000. "I certainly believe the reasons are people are ea tremely cautious, and careful with the high interest rates," Harry Verburg, manager of the Toronto - Dominion Bank in Seaforth explained. Seaforth town clerk James Crocker also speculated high interest rates as the main culprit in the decline of building permits issued,- but noted that the difference could be made up later in the year.
