If the best surprise really
is no still:wise, people com-
pleting their tax returns this
year should be happy.
With very few legislative
changes, the main difference
taxpayers may notice on
their 1980 income Ox. returns
could be the new picture on
the tax guide.. Gone are the
VPiCal tilMaYers' Who have
graced the cover' since 1975,
replaced by a typical Cana-•
dian city skyline.
Legislative changes con
-
tattled in -the recent Bill C-54
will affect mainly those tax-
payers who employ their
wife or husband in their
business as well as tax-
payers who serve as
volunteer firemen or who
receive low-interest or
interest-free loans from
their employers.
For the first time, people
who employ their wife or
husband can claim the
.salary they paid in 1980 as a
tax deduction when filing
their tax returns this year.
The employing spouse must
also deduct Canada Pension
Plan contributions and remit
them, along with the ap-
propriate income tax deduc-
. tions, to Revenue Canada,
Taxation. The spouse who
.received the salary. must
also file a tax return and in-
' clude that salary is income.
Volunteer firenien. • who
received an expense
allOwance last year may
benefit from the new legisla-
tion. The tax free portion of
their. expense allowance has
'fieen raised from $300 to $500
for 1980 and subsequent
years.
Employees. who receive
low-interest or interett-free
loans from their employers
will benefit from the new
rules for determining the
amount. of the taxable fringe
benefit that they received.
Until now, the benefit on
such loans was calculated as
the -difference between the
rate. being charged the
employee and the current in-
terest rate in effect. From
1980 the interest rate in ef-
fect at the time the loan was
made will be used to d,eter-
mine the taxable. benefit. If
current interest rates are an
indication, this change will
mean tax savings to most
taxpayers who receive such
loans.
- Other changes this year in-
, elude the introductii3n of a
tax-free travel allowance to
people who are full-time
employees but who accept
part-time employment at a
location that .is at least 50
miles from both their place
of residence and usual place
of work. This change could
benefit people such as
university or college pro-
fessors who may teach part-
time at an out-of-town loca-
tion.

Funding of the Ontario
Student Assistance Program
will increase by 16.4 per cent
for 1981-82.to a total of $98.2
million, Colleges and
Universities Minister Dr.
Bette Stephenson announced
recently. The amount is an
increase of $13.8 million over
the last year.
Of the amount $4.2 million
has been set aside to meet
the increased tuition fees for
those who qualify for student
assistance.
The Ontario Student
Assistance Program is com-
posed of four plans, three of
which are funded by the On -
tali° Government. Canada
- Student Loans, the fourth
component of the program,
is financed by the federal
government through the
Secretary of State. The three
Ontario plans include the On-
tario Study Grant Plan, the
Ontario Student Loan Plan
and the Ontario Special Bur-
sar4r Plan.
The Ontario Student Loan
Plan was introduced in 1975
to assist students whose
needs were not being met
fully by Canada Student
Loans.
The province expects to
issue about $25 trullion in On-
tario Student Loans during
1981-82. Only $1 million in
loans was issued during 1977-
78: Dr. Stephenson said that
increased interest charges of
the Ontario Student Loan
Plan plus the fact that the
federal government has not
increased the loan max-
imurn under the Canada

the new, shorter tax return,
introduced last year, has
also been re -designed. Mail -
ed to half of Canada's 15
million taxpayers, the Ti
Special is intended for peo-
ple whose tax affairs are
relatively straightforward.
This year its format is easier
to follow, with a nine -step il-
lustrated guide coded to the
tax return.
The 7.5 million people who
received the Ti Special in
the mail, are advised to en-
sure that their tax situations
have not changed since last
