Clinton contractors get paving job
EXETER - Members of
Exeter council were all
smiles when they opened
tenders for the recon-
struction of Victoria Street
and paving several other
pieces of road in the town.
Levis Contracting Ltd., of
Clinton submitted the lowest
bids on both "projects and
council members were
pleased to see that the firm's
bids were in line with the
engineer's estimates.
The Victoria Street
reconstruction work, which
also includes sanitary and
storm drain work elsewhere,
was awarded to Lavis for a
price of $89,987 with
engineering costs bringing
the cost up to $103,485. The
engineering estimate on the
project was 6100,900. •
Lavis will complete other
paving work in town for a
total cost of $65,370, which
was basically estimated by
the engineer. the Victoria St. work was
In the tenders received by $110,214 and the high bid for
council, the highest bid for the paving jobs was $81,120.
Stolen drugs recovered
LIST OWEL - A large
quantity of drugs, stolen
from the Listowel Memorial
Hospital, has been recovered
by the Listowel Police
Department.
Following their capture by
Listowel police officers, two
youths were discovered with
a bag containing morphine
and coca ine based drugs.
The matter is still under
investigation by the police
department.

CLINTON - After four
meetings, no compromise
has been met and Clinton's
four police constables will go
to arbitration in an attempt
to settle their 1981 wage
dispute.
The - Clinton force is
.comprised of four, first class
constables who in 1980 each
had a base salary of $20,450.
Overtime, time -and -a -half
holiday pay and benefits are
not included in this figure.
Discussing the issue at a
recent Clinton council
meeting, Councillor Wayne
Lester noted that legal fees
for the arbitration talks
could cost the town some
$5,000. However Mayor.
Chester Archibald said, "It
would be cheaper to pay (the
constables) the money this
year, but we're talking about
this year, next year, and the
year 2,000."

It is expensive
to be handicapped
In this "International
Year of Disabled Persons",
people are becoming aware
of a bitter truth: it is very ex-
pensive to be handicapped.
That is why, when tax time
comes around, that the
disabled should make max-
imum- use of all the deduc-
tions they are entitled to, to
help keep tax to a minimum.
One of the deductions
specifically designed to
reduce the tax burden of the
handicapped is the $1,810
deduction for blind persons
or those confined to a bed or
wheelchair. To be eligible,
the taxpayer must have been
blind at any time in the year
or confined to a bed or
wheelchair for a substantial
period of time each day for
at least 12 consecutive mon-
ths.
Medical expenses can also
be deducted from the income
of a`disabled person. This is
'one of the most advan-
tageous deductions, since
these costs often represent a
large part of a disabled per-
son's expenses. Ali medical
expenses must, of course, be
supported by receipts.
Remember, however, that a
handicapped taxpayer who
deducts as medicaLexpenses
amounts paid to an .atten-
dant or a nursing home can-
not also claim the deduction
for blind persons or those
confined to a wheelchair.
Since more than half of the
disabled are unemployed,
they are often dependent on
another taxpayer..
Therefore, anyone who sup-
ports a disabled taxpayer
may also claim certain ex-
emptions and deductions.
First, if the handicapped
taxpayer does not use all of
the $1,810 deduction to
reduce taxable income to
zero, the . supporting person
may claim the unused por-
tion. The supporting person
may be the spouse, parent or
any : other relative - -who -
claims the child or
equivalent -to -married ex-
emption for the disabled per-
son, or could have claimed •
the deduction' if the disabled
person's income did not ex-
ceed $2,990. Item 42 in the In-
come Tax Guide contains
more information on these
provisions.
A taxpayer may deduct
medical expenses paid for a
disabled person, provided
the person depends on the
taxpayer for support or the
disabled person's income
does not exceed $2,990. If it
does the taxpayer deduc-
ting the medical expenses
must include the excess
amount in his own tax.
A taxpayer can also claim
a deduction of $990 for a
wholly dependent child or for
a disabled person over 21.
Obviously, these deduc-
tions and exemptions will not
solve all the problems a
disabled person must face
every -day. But if full use is
made of these provisions in
completing a tax return, it
will be a step in the right
direction.
