Haydon attacks
county planners
The first draft of the new Official Plan for Goderich
should be before planning board at its next meeting,
May 5,
-The- county, planning departifient Is preparing the
draft, and after planning board scrutinizes it and
makes changes it will go to town council for approval.
Then the public will receive a copy in the mail at
which point one or more public meetings will be held
and futher changes; if necessary, made.
Councillor Elsa Haydon expressed her concern to
the board that in her opinion, the official plan update
process is taking too long. The first meeting of the
- sub -committee took place in June of 1979.
"Before I die of. old age, I -hope that I will see the
new Official . Plan," complained Haydon. "Is the
county planning department' too busy to do justice to
our plan?" she asked.
Planning Board Chairman Tom Jasper .defended
the updatee' schedule and said that, "At no time have
we felt that it couldhave been done sooner." .-
Senior planner Roman Dzus also stated that the
plan update was right on the sch d le .aid out by the
planning board and the county planning department.
. Haydon continued her criticism of "Dzus, stating
that the opinions of the town planning board were
being ignored in the preparation of the draft.
'"This criticism comes as a total surprise," an-
swered Dzus. "There was no consenus on issues at
that point (during sub -committee meetings), so how
do you expect us to record them?" he continued.
Chairman Jasper loudly ruled Haydon out of order
when she began further statements. She attempted to',
rule the chair out of order because she felt undue
restrictions were put on the discussion, but received
no seconder for her motion.

'Girls' is best speeeh
Steven Million, a Grade 5
student at Colborne Central
School, will advance to area
level competition in the
Legion sponsored public
speaking contest April 25 in
Preston.
Steven's speech on "Girls"
earned him first prize in the
senior public school category
at the district "C" level in
Harriston recently.
The public speaking
contest starts in the schools,
then advances to the .local
Legion branch level, the
zone, the district, the area
and finally to the province.
The area level that Steven
competes in next will include
students from cities like
Barrie, Collingwood and
Toronto but Legion Branch
109 officials feel he has a
good chance of winning.
Another Branch 109
representative, Natalie
Sully, a Grade 10 student at
G.D.C.I., also advanced to
the district level in
Harriston, winning second
prize in the junior high
school category with her
speech on "Ballet and
Football".
Both students were
presented with cheques this
week by Branch 109 officials
on behalf of Bob Craig of
Wiarton, District Youth
Education Chairman.

county council at a luncheon
at BenmillerInn March 4`.
County council had hosted

Due to declining enrolment
in the county's elementary
schools, additional family
studies and industrial arts
programs will be available,
in Goderich and Seaforth.
Both 'Seaforth Public
School and Victoria Public
School have space available
for the programs because of
declining .,enrolment
superintendent R.B., Allan
said. The Huron Board of
Education subsequently
passed a motion allowing
Grade 8 students at Clinton
Public School to take in-
dustrial arts and family
studies at Victoria School.

While there were no formal
recommendations from the
meeting the groups
discussed several topics.
Of mutual concern to the
two groups was the cost of
the Board of Education
borrowing money when the
education levy is paid only
twice yearly. The com-
mittees. also discussed the
effects of declining
enrolment on course options
at the secondary level; the
effect of declining enrolment
on government grants and
how this affects the ad-
ministration of education
arid the feasibility of each
body of local government
collecting its own taxes.
