Q. Whose to blame for
. faulty insulation?
A. In order of functional
culpability:
i) Insulation installers -
each foam insulation job is
unique and manufactured on
the site. If you have a
problem, inform the con-
tractor first.
ii) Manufacturers - There
could be the .possibility bf
fault with' chemicals or
directions for formulation.
They are usually tested by
the NRC and approved by
CMHC. The foam is tested as
fornnulated by the
manufacturer on the
premises.
Conceptual Culpability:
i) The government, for
encouraging these programs
and not considering
problems of contractor
ignorance-credlbility. The
Canadian General Standards
Board insulation installer
certification program is a
step in the right direction but
it was instituted too late for
the foam problem. •
ii) The consumer, for not
thoroughly researching the •
question of foam insulation
and without checking the
reputation of the contractor.
iii) The manufacturer for
not having more concern and
control over the use of
chemicals that have
potentially • lethal gas
associated with them.
Q. Are there anyother
problems associated: With
urea formaldehyde .foam
insulation?
A. i) If the foam is im-
properly formulated, it may
collapse or disintegrate. The
only way 'to find out. if this
has happened is to take out a
portion -of the-wa1L
ii) Chemicals may attack -.
any ° mortar formulation
where a percentage of lime
hydrate has decreased and •
-
or Portland cement was not
used, ie. old homes, c. 1880
andbefore. .

Q. What is CMHC's role in
this situation?
A. To get a CHIP grant,
you can only use UFFI in
older .wood homes,:. only in
the walls, between studs and
with no other insulation m
situ.

Nurses
program
supported
WINGHAM - Members of the
Wingham and District
Hospital Board have pledged
their support for an
education program for
nurses re-entering the
profession after having been
away from nursing for a
nurnber of years.
Although More funds are
needed, board members
agreed that the program is
necessary and should be
given more consideration.
Director of Nursing
William
Woodley explained
to the board that the hospital
is often haying to rely on
staffing with registered
nurses who are returning to
the profession after having
been out of i for up to 18
years.
He explained that the
returning nurses are eager
to upgrade their skills,
especially in the ad-
ministering of medicines, an
area which has undergone
major changes in the past
few years.
Mr. Woodley said that six
nurses were hired in 1980
who had been away from the
profession for . anywhere
between 10 and 18 years. He
noted mane' experienced
nurses are returning to the
work force because the area
is not attracting young,
recently educated nurses.
Band wins
second
SEAFORTH - Judges in
Myrtle , Beach, South
Carolina have chosen the
Seaforth District High
School(SDHS) Girls' March
Band as second place win-
ners in an international
competition.
Directed,. by Charles
Kalbfleish of Varna, the
SDHS band took part in the
competition recently and
were only topped by the
other Canadian entry, a band
from Burlington.
