In an attempt to improved
the quality of education, to
reinstate the recently
dropped courses in the local
high schools and to have
more voice in the ad-
ministration, the Citizens
Action Group for Education
(CAGE) was formed in
Clinton on March 9.
Over 70 people attending
the open meeting at the
_._- - Clinton 1 ub11 School
unanimously agreed to form
CAGE as the public's voice
for. education in Huron
County.
Headed by Moira Couper
of Bayfield, CAGE aims to
study education in the county
and monitor action which is
taken to reduce the Stan-
- dards of education. As was
most people's concern,
CAGE plans to research and
rT, .
obtain information in an
attempt to re -open the
machine shop at Central
Huron Secondary School
(CHSS) and 20 other aaurses
that were recently dropped
in Huron's high `schools.
CAGE will also encourage
co-operation between elected
officials of the board of
education, teachers,
students and parents.
There was no opposition to
the formation of CAGE and
Garnet Harland of Clinton
commented, "This group has
a real function to perform.
We need a well rounded
education in Huron and I
support CAGE."
Many of the 70 in at-
tendance agreed that the
taxpayers and the parents
had been silent for too long
and they supported Mike
Falconer of Clinton when he

Colborne Township Reeve 13111 Bogie
informed the airport committee March 10
. that. the township is preparing a
-developmentagreementwith -Joe
Morrissey for the construction of , Lake
Avenue which is located directly west of
the airport property. Be - explained that the
existing airport fence is located on the
township road allowance and must be
removed by the developer. Also, he said
the -paved. runway_ and. :runway lights.. are.
„ located partially on the road allowance.
Airport committee members agreed
that the developer should pay 100 per cent
of the cost for replacing .the airport fence.
. and that the town would relocate the
—runway_lights:._.and remove ashort portion .
of the runway (approximately 20 feet).
Reeve Bogie said he would take. this
information back to the township council.
+++
. Airport coordinator Ed Scruton pointed
out to the committee that a large transport
truck parked, on the highway at the east
end of the runway had created some dif-
ficulty for the pilots using this approach.
He suggested that the highways depart-
ment be contacted about placing 'no
parking' signs in this area.
The committee felt that, since this
prof" • had been brought to the attention
of tp.. aistry of Transport before and
ignored, that nothing be done at present.
+++
The airport co-ordinator's report for the
month of February was approved. It
statedthat,flying: activity remained slow
in February even though the weather
turned quite mild.
"The main problem is that with such a
thaw, the frost leaves the ground and the
grass tiedowns are rendered useless dueto
the soft ground and water accumulations,"
the report said.
It was also reported that further repairs
had been made to the remaining broken
runway lights and the roadways had been
graded and regular maintenance carried
out.
for your rights and your
children's."
"You're part of the
problem," he added. "Next
time there is a teachers'
sti
e you'll have ,oto get
behind the board of
education, even if your
children's education has to
suffer for four or five
months."
Tony McQuail, NDP
candidate for Huron -Bruce
suggested that CAGE work
with the teachers rather than
see them as adversaries.
"Parents for far too long
have allowed themselves to
be pushed out of education
and the administration has
opted out of administration,"
he noted.
Mr. McQuail suggested
that many of. the problems in
the education system are at
the administration level and
he said that CAGE should not
"conduct a witch hunt" on
the educators, but try to
make the system work.
It was suggested that
CAGE take a close look at
the high schools' curriculum
in an attempt to trim off the
excess fat and Don Welsh -9f
R.R. 5 Clinton questioned the
board's priorities. He noted
that while the machine shop
at CHSS has been closed, the
school still has a large
football field and good
physical education facilities.
He noted that during his high
school years, the phys ed
class used the Clinton
Community Park as . a
playing field. Mr. Welsh
suggested that too much
emphasis is placed on
physical education and
noted, "It there are budget
cuts to be made, perhaps
there would be (in phys ed)..a
place to start."

gets discharge
A contempt citation
against a Clinton woman,
who pelted several eggs at a
startled provincial judge,
- has been withdrawn in
Goderich court last week.
Judge John Seneshen of
London withdrew his citation
after being told of 23 -year-
old Catherine Steep's
psychiatric problems..
Steepwas before Seneshen
m provincial court in
Goderich Nov. '10 • to be
sentenced on a common
assault charge when she let
fly with avolley of eggs. She
was -subdued by egiiy
startled - "court officials.
Seneshen remanded her in
custody to Dec. 9 for sen-
tencing on the assault count.
Her case • was then ad-
journed to Tuesday when the
court was told she was
getting psychiatric treat-
ment. -
Defence lawyer Ted
McGrath of London said the
assault took place in Clinton
and in a. woman acting
as a foster• mother for
Steep's two young children.
Steep, who pleaded guilty,
hit the woman with eggs and
sprayed her .with shaving
cream.
McGrath said a
psychiatrist who saw Steep
in jail concluded she was
psychotic after Steep .told.
him she thought the Mafia
was interfering in her life
and altering bus schedules.
Steep was transferred to
London Psychiatric Hospital
where she remained until
last week, McGrath said.
Hospital officials felt she
was doing well and she was
released on condition she
report daily to the institution
for therapy, he said. -
Seneshen gave Steep a
conditional discharge in the
assault and ordered her to
continue getting psychiatric
help.

A Seaforth parent noted
that because mathhad been
dropped there, her son would
have to take two night school
courses to get the three
maths -required for his future
in engineering. She noted
that perhaps if her son had
known in Grade 9 that the
course he needed wouldn't be
offered in Grade 13, he would
have studied a different line
of subjects.
"CAGE hopes to watch
over education so these
changes don't come unan-
nounced and unwanted,"
Mrs. Couper explained.
Many p.;ople present
objected to the high salaries
the teachers are being paid
and 13111 Schoonderwood
said, "If the teachers don't
get what they want, then our
children don't get the
education."
Mr. Schoonderwood
suggested that to avoid
future strikes, changes in the
right to strike should be
Made. and if a teaefier. out
prices himself, the board of
education should be able to
find someone -to -replace him.
"We have no say at all,"
Carol Kerrigan of Clinton
added, "we just pay. The
schools are the reason our
children are there, but they
seem to be at the bottom of
the priority list."
Mr. Schoonderwood also
noted that $26 million was
spent on: education in the
county last year and 85 per
cent of that went to salaries.
"We'd be better to keep the
machine shop open and not
the administration," he
suggeste d.
Mrs. Couper noted that the
taxpayers are already
burdenedenought and CAGE
would be looking into the
possibilities of getting
financial assistance from the
government. She said,
"We've come to a point
where we're going to have to
make choices. We must alter
the programs but there must
be creative ways to make the
best of these."
CAGE will be looking at all
the concerns voiced at
Monday night's meeting.
The . newly formed
organization is also looking
for support and are forming
publicity, industrial,
political pressure, fund
raising and students com-
mittees. While Mrs. Couper
is heading the group, Brenda
Whyte of Seaforth is the vice
chairman and Marg
Coventry of Clinton is the
secre to ry-treasure r.
Mr. Schoonderwood also
noted that the group needs
funds to meet any costs and
said donations would be
greatly appreciated.
