To
propose
energy bill
The Ontario govern -mem
will propose legislation
enabling Ontario Hydro and
municipal elecb°ic 1Jtiiities to
assist homeowners who want
to make their houses more
energy efficient or switch in
whole or in past to electrical
heat, Premier William Davis
announced today.
He told the annualmeeting
of the . Ontario Municipal
Electric Association and the
'
Association of Municipal
Electrical Utilities that the
residential electrical - ser-
vices program is designed to
encourage conservation and
the choice of economically
attractive electrical heating
systems - both key elements
in Ontario's energy strategy.
Ontario Energy Minister
Robert Welch outlined the
main features of the plan,
which includes:
Advice to homeowners
through a home audit to help
them assess their insulation,
weather sealing, and elec-
trical wiring and heating
needs; with follow --up ire= •
spection when the work is
completed. This audit will
provide a complete
assessment of the
customer's needs and a cost-
benefit
ostbenefit analysis of available
options.
An energy conservation
advisory service With
assistance to homeowners so
they can take full advantage
of the federal CHIP
(Canadian dome Insutatton_
Program).
Assistance to homeowners
to take full advantage of the
federal government's off -oil
grant program.
Loans of up to $2,000 at
attractive interest rates to
improve insulation and
weather sealing, upgrade
electrical wiring in homes,
and convert homes to •
electrical heating, electrical
hybrid heating or heat
pumps.
A heat pump and electrical
heatingprogram to„ ire

heating. technology.
Assistance to homeowners
to locate qualified con-
tractors for projects in-
. volving energy conservation;
electrical wiring and elec-
trical heating.
Mr. Welch said today that
necessary legislation for the
residential electrical ser-
vices program will be in-
troduced as soon as the
legislature is recalled and
the plan will be phased in six
months after that. The
legislation will allow Ontario
Hydro and municipal
electrical utilities to make
the loans to homeowners.
The Energy Minister said
the loans will cover the cost
of upgrading wiring and
insulation as well as con-
version to electric heat. The
homeowner will pay at least
$200 of the cost to be eligible
for a loan.
The residential electrical
services program will start
in areas of Ontario not
served with natural gas and
will eventually spread
throughout Hydro's rural
service area. Municipal
electric utilities will have the
authority to undertake
similar programs in their
Service areas.
"This program will be
good for homeowners, good
for Ontario and good for the
Utilities," Mr. Davis said in
his speech. "In expanding
electrical energy we also
expand our industrial op-
portunities."
The residential' electrical
services program is part of
the BILD (Building Ontario .
for the 1960s) program an-
nounced by Mr. Davis on
January 27. BILD stresses
the importance of con-
servation and electrical
power to Ontario's energy
and economic future.
Limits
increased.
In a joint announcement,
Agriculture and Food
Minister Lorne C. Henderson
and federal Agriculture
Minister Eugene Wftelan
have announced that max-
imum compensation limits
under the rabies indem-
nification program have
been increased.
The maximum limit for
cattle is raised from $500, to
$1,000; for horses from $350
to $500 and for swine, sheep
and eats from VW ta. ..
