Current Iicences expire June 30,1981. The public hearings begin in Ottawa March, 17 and cover licencing for the next 10. to 15 years: Hydro's ap- plication was advertised in daily newspapers this week. Existing licences authorize the sale of 15 billion kilowatt-hours a year ciriiiterruptible electricity to the U.S. In 1980, 10.7 billion reW.h were exported at a net benefit to Ontario consumers of $160 million. The application is in three parts: -A 10 -year licence to ex- port electricity on an inter- ruptible basis • - up to 20 billion k%V.h of energy a year until 1983 and up to 25 billion kW.h a year from 1984 to )1991; Up to 10..5 billion kW.h a year of firm energy over the next decade. If approved, this would be deducted .from the interruptible power limits; TvM new 345,000 -volt cir- cuits from Hydro's Niagara :generating eibtations to the Power Authority of the State of New York: The lines will increase Hydro's ability to exchange power and im- prove reliability of ties with New York State. Hydro and PASNY would share costs equally. Hydro will recover its share, about $30 million through increased sales. In addition Hydro is seek- ing an increase in the limits of "circulating" power. This covers the natural in -and -out flow of power between Hydro and U.S. utilities and usually balances out over a year.
