Municipal employees
get 10 percent raise
Municipal employees will receive a 10 per cent
across the board increase retroactive to January 1,
1981 in an agreement reached with council.
Council, passed a bylaw Monday authorizing an
ammended salary and wage package for the town
, empkyees. _ Finance committee chairman, Don
Wheeler told council the committee presented the
package deal to the employees and they accepted.
Councillor Elsa flaydan questioned the sense of an
across the d increase, claiming the rift between
executive pe onnel and other town employees, was
widened cons- erably. She charged that "the dif-
ference between the salaries of the top and bottom
employees was enormous." ,
Wheeler said the finance committee seriously
considered implementing staggered increases but
added it wasn't feasible to implement this year.
"We looked at staggered increases but it would
• have put some people out and taken away what they
were entitkd to this year," he said. "In future we will
pursue staggered increases."
Under the new agreement the top salary of $33,252
in the executive group is paid to the clerk -treasurer at
level 3 in the grid beginning April 1, 1981. The com-
missioner of works will receive132,064 as of April 1
and the chief of police $30,246.
Many employees m the executive group will
receive a 10 per cent -hi -crease as Of JainiarY 1 and
further increases April 1 as a result of movement
within the grid sy stein.
The car allowance system for employees remained
the same but an allowance of $240 for the marina
supervisor was added.
After, a full year of employment, employees are
entitled to two weeks vacation with pay, three weeks
after five years, four weeks iri the tenth calendar year
and five weeks for 20 years employment.The em-
ployees also have a contract provision for eyeglass
benefits.
Wheeler told council he felt he agreement was an
equitable one in view of -the inflation rate. over the
past year.
Council gets raise too.
Goderich town councillors will receive more money
for their services after passing a bylaw granting
council a 10 per cent increase in annual salaries.
Under the new salary agreement Mayor Harry
Worsen will be paid $6,813 for 1981 or until the bylaw
is repealed. The reeve, deputy -reeve and six coun-
cillors will receive an annual salary of $3,406.
Two-thirds of the salary is taxable income while the
remaining third is considered an expense allowance
for income tax purposes._ Council akto bocLstefl ex-
pense allowances with the mileage rate increasing to
18 cents per kilometre from 13.5 cents or 30 cents per
mile. The meal allowance was raised to $22 a day for
any councillor on official out-of-town business.
Deputy -reeve Bob Allen asked finance chairman
Don Wheeler why there was no provision for car
allowance for councillors.
"I know what it costs and it's not fair," he said.
"Some people have to do a lot of driving for council
matters."
Wheeler conceded that many councillors use their
own vehicles for in town driving while conducting
council business but said the 10 per cent salary in-
crease was mainly aimed at expenses.
Many cottage thefts reported.
Closed cottages are still a prime theft target in this
area and police snowmobile patrols are uncovering
more breakins.
The Goderich detadunent of the OPP have been
patrolling cottage ares and discovering numerous
breakins in isolated areas but the numbers are well
below last year's tally.
, There were three break and enters reported in the
Bayfield area and three more were reported in an
area just south of Amberley. In most cases owners
have removed all valuables and thefts are minimal.
In January more than 20 cottages were broken into
in the Huron Sands area in Ashfield Township and on
the same day breakins were reported near Horizon
View Road.
The OPP also reported a two -car colhSion near
Belfast on County Road 1 Wednesday resulted in a #
• damage estimate of $8,000 to vehicles driven by Helen
Nicholson, R.R.2 Lucknow and David Huber, .
Lucknow
Damageto the Nicholson vehicle was estimated at
$3,000 and $5,000 to the Huber vehicle.
