While one of the reasons On- tario has become a have-not is the growth in provincial oil and gasrevenues from On- tario's traditional tax sources - personal and col, YOU'LL DO BETTER AT A6&P known as the "Land of, Op- portunli}ty". At. the present it time, is not uncommon to hear the expression "On- tario is a place to leave". Un- fortunately, there is a reason for this attitude and 'it relates to Ontario's economy. Unemployment is a very O Major concern to all On- taLio. 11) D. eeeiiriber 1980 67 -pep- - ®' cent of the increase • in Canada's unemployment oc- ' curred in Ontario. The term "youth employment" is used when referring to people between the ages of 15 and 24... -thin= gnoun,-=some._ ,- 117,000 were unemployed in December. This was a 7,000 increase over the previous month, and coincidentally, a 7,0,0.0 increase over December 1979.,. For the prime earning group. (aged 25 to 54 years), the unemployment figure- for December 1980 was; 128,000 - a 12,000 (10 percent) : in- crease over December 1979. The total number of tM unieinployed in Ontari° was 11• . 266,000, which represented a • 21,000 (8.6.percent) increase . oyer the previous December and anincrease of 20,000 (8.1 0: percent) over November, 1980. The situation with respect to permanent and indefinite M layoffs is;another indication . 0 ofthe seriousness of the empioyment. picture in this: province. ' Some 27,910 • workers were placed on per- manent or indefinite layoff during -the first 11monthsof 1980.- - Ontario's - budgetary` posi- tion is also cause for con- siderable concern. Accor- ding to the most recent On- tario Finances Report, dated September 30, 1980, On- tario's budgetary deficit had risen 23 percent in six mon- ths. The mini -budget of November '13, 1980, pushed net . cash requirements to $109 billion, an increase of Sl percent over .the final results for 1979-80. Interest on -the -public debt stands at $4.4 million per day, com- pared to $982,000 per day in - 1971. Another economic factor which .cannot be overlooked is the number of bankrupt- cies which have occurred. Over the past ten years, business bankruptcies in On- tario have increased tenfold. In 1979, there were 10,500 bankruptcies in this pro- vince. In' its latest . provincial forecast, dated October 28, 1980, the Conference Board also ..',predicts that Ontario will experience a four per- cent decline in manufactur- ing output in 1980, while Alberta will have six percent growth in manufacturing output, and Saskatchewan and Manitoba will also benefit by strong perfor- mances in their manufactur- ing sectors. Ontario is ex- pected to lag behind the na-' tional average in manufac- turing • growth again this year, 1981. Other economic factors which . help to complete an assessment of the state of Ontario's economy are the following: Growth rate of public in- `•vestritent, 1970-79: Ontario's share declined from 37 per- cent in 1970 to 26.9 percent in 1979. Growth rate of estimated values of manufacturing shipments, '1970-78: On- tario's share declined from 51.8 percent m 1970 to 49.4 percent in 1978. Growth rate of private in- vestment, 1970-79: Ontario's share declined from 39.3 per- cent,to 33.4 percent. Growth raterof residential construction 1970-78: On- tario's share declined from 46.7 percent in 1970 to 33 per - ..cent in 1978.
