based on the perceived

eligible for consideration for .
anyone company would be
$100,000.
EMERGENCY FARM
CREDIT ASSISTANCE
Our assistance programme
designed to help farmers
withstand the devastating
effects of current rates on
vital short-term loans are -
1. As with our small business
programme, farmers would
qualify for a grant of 50
percent of the difference
between actual interest due
and `our , base rate of 12
percent.
2. Again, the maximum
amount of funds to be made
available for this project
would be $30,000,000.
3. Only family-owned farms
would qualify for assistance.
It is Our view that the
Federal Government should
participate in the funding of
'the programme at a level of
50 percent -. in view of the
importance to the entire
Canadian economy.' Failing
their support, the Ontario
Government should . im-
plement the programme on
its own. This can be done
without raising taxes and
without increasing the size of
the provincial deficit
Specifically, ,t he,
Emergency Employment
Protection Fund should be
paid out of Ontario's existing
Employment Development
Fund. Small businesses -are
in a far more serious
situation than most of the
Corporations that have
received government grants
in the last year.
As for the other two
elements of our programme,
We feel that the priorities of
'the Government's $17 billion
budget can be re -ordered so,
that the appropriate, funds
can be made available1� to
face the clear emergency
that exists. -
