Goderich Total Council has tabled the
Trotting Association's request for a.$5,000
and- a_IL'.5,,091)-loatraanatil,. au audited
financial statement is supplied bb the
organization.
The finance committee voiced concerns
about the request with re rd to the loan
repayment and the legality of a loan The
committee would also like a 1981 budget
from the Trotting Association.
Councillor Stan Prtffit, expressed con-
fidence in the group, saying that they
repaid. a previous loan. "They are not fly-
by-nighters. They're in a bind,; and they
need some help."
Councillor Elsa Haydon endorsed the
necessity of a budget for the trotters and
mentioned that their stall rentals at the
barns are very low compared with others.
Before the discussion closed, Councillor
John Doherty said that other groups have
received financial assistance witho
audits and asked what made the trotter
-an y different.
Buy back land
Council referred to the 6_1/Mee co
puttee Monday night the official requ
from Borg-Warner Ltd. to purchase back
the complete 22.41 acres sold to the
company at the original price per acre.
The town- has offered to purchase 1.56
acres of the land for the new water
reservoirs to be built but the company
wants Goderich to buy back all of the land. "
Endorse
Council endorsed a resolution by the
Regional Municipality of Haldimand-
Norfolk Monday night calling for a com-
plete environmental study and an in-
dependent public hearing before the
provincial government attempts to turn
lands in South Cayuga into an industrial
liquid waste dump.

Parking
Some discussion took place around the
council table Monday night asato'th 'tlt'affir'
committee's report concerning overnight
parking on streets and how it pertains to
snow removal
Commissioner of Works Ken Hunter told
council that the by-law reads that vehicles
`can park overnight on paved or gravelled
boulevards in the summer but not in the
winter_
Councillors mentioned discrepancies in
enforcement, saying that some people
were allowed to park on boulevards in the
winter if they didn't hamper snow
removal.
Mayor Harry Worsen said that in his
opinion, "the citizens are doing a pretty
good job of keeping their cars off the
streets for plowing -"
Flat rate
Council supported the finance nom -
mitten's motion. that a- flat rate- of *50 be
paid to groups such as the Cancer Society,
Heart Fund, e'c. when requests for.

Finance chairman Don Wheeler stated
that the committee doesn't "want to usurp
prerogatives of council," and said that

ticular group, they can do so. -
"This is just so that these requests don't
