I realize there are in- dividuals that may have considered -volunteering their time and expertise, but, may not have the information to make that important decision. Believing a column that informed readers on such details as the cost invblved, goals, date and time of meetings, and, more impor- tantly what would be expected of them personally and who they should contact would encourage them to make the next step - becoming involved. • Goderich would not be what it is now without all the dedicated. volunteers associated with a vast array of organiza- a volu e a volunt teer grou VOLUNTARILY SPEAKING B� �h�ll,�,� I<lartman tions whose main concern is the con- tinued betterment of our conununity. We would sorely miss those church suppers, - the Annual Horne and Garden Show, the cultural and sports events and the children's activities if volunteers and community orientated .groups did not ex- ist. However, they cannot survive without your support and volunteering. . You could never put a dollar figure on the friendships made, the experience gained, the networking witn otners, and the sheer enjoyment and satisfaction you receive just from being invold. It's your decision. You can commit as much time as you wish. You have such varied groups to choose from. There are groups that focus ona particular age group, develop for a specific purpose and are church affiliated. They all contribute tremendously to our community. They will also embrace a new person into the group. All you have to do is take that first step. I hope that by reading this column you will be encouraged to become involved in our wonderful community. I would really appreciate hearing , from organizations or individuals. Thedecision is yours. Volunteering is very rewarding. Become involved in your community. Ottawa agreement builds Canada Premier David Peterson says the agree- ment signed in. Ottawa, which brings Quebec into the constitution, will build a stronger Canada. . • Premier Peterson calls the agreement a typically Canadian solution, aced rn- modating. 11 different • interests while recognizing the diV'ersity'of Canada. The agreement makes it clear that Canada, as a mosaic of cultures and - languages, can enhance both its bilingual origins. 'and • its multicultural evotion with stability, prosperity, and security, Premier Peterson ' said in statement to the . Legislature. The'Ottaa agreement expressly states the recognition of Quebec .as a distinct socie- ty..within. Canada and will not reduce the powers of national or provincial governments.' Provincial governments will be able to operate their own programs and receive financial compensation provided their pro- grams are compatible with the national ob- jectives as established by the Parliament.of Canada. • . Premier Peterson told members of the Legislature 'that the Prime Minister has said that there will be public parliamentary' hearings to provide•a full 'and open discus-. sion of the agreement: Ontario will follow up on that process with provincial hearings, likely to begin this fall. . NEW DIRECTIONS FOR CHILD CARE The Ontario government will develop a new child 'care strategy which, will see fun- ding increase to $325, million a year by 1990. Community and Social Services- Minister John. Sweeney announced the new program �.0 N'S PARK when he tabled a paper called 'New Direc- tions for Child Care' in the Legislature. Mr. Sweeney said the Ontario government is committed to building a comprehensive child care system that will meet the needs of all citizens in the province and that recognizes child care as a basic service, not a welfare service. New provincial planning and funding for child care will be based on a .series of three year planning` cycles, beginn- ing this year. " The initiatives are designed to expand the child. care system while concentrating on issues of affordability, accessibility, quality and choice. Mr. Sweeney said the initiatives will include direct operating grants to sup- port licensed, non-profit child care pro- grams and the -introduction of income - testing to replace the current needs -testing as requirements for eligibility. As welt, increased capital funding will be used to create new child care centres and renovate and expand existing ones. All new government funding for expansion of ser- vices will -be directed to the non-profit sector. In addition, the development of a new. Child Care Act, expected to be introduced by the end of the first three-year planning cy- cle, will embody the government's new com- prehensive, integrated approach 'to child care. Mr. Sweeney said an important part of the program is the development of strengthened partnerships with parents, ' the child care community, schools and employers.
