'There is no one single area where you can go to get advice on co- ordinated programs," Elston said. He told the audience, comprised of residents, family members, and staff, that Ron Van Horne, minister for senior citizens affairs, has been consulting with the •province for some time about co- ordinating services for the care of senior citizens. "As of yesterday (Thursday, ,June 11 ), Huron County has been chosen to sponsor a pilot project concerning- co-ordinating a service system for senior citizens in the.. county:" Elston said. He added that the in- tegrated homemaker's prog.rani • for Huron -Bruce is also beneficial for senior citizens. "This pilot project is a follow-up to the integrated horneniaker's program. The most common concern noted by Elston was that of the manner in which. services .for seniors have historically developed. . In developing services, gaps have been left•and different levels of renumeration for services have been established. • "We will -.try to 'co-ordinate this," he said. "We are very serious about following up the undertakings of Ron Van Horn," Elston said noting his willingness to speak about se yices • for seniors, or the tack thereof, in the province. -We will continue to provide better ser- vices for all of our people whether they are in a nursing -home or in their own home.. Needless to say, the best support is ob- viously friends, family and neighbors. And while we can't replace that, we can provide services." When asked to explain the difference between municipal homes for the aged • I. such as Huronview) and private nursing homes !such as Pine'crest) and the cost of care in each, Elston responded by saying rnunicipal homes developed out of social support systems where care was not denied. Private nursing homes, Elston said, began about 1972. "'These homes don't have the traditional roles homes for the aged .have. They are a local service • and, generally speaking, profit -based. They .are also, historically, smaller than homes for the aged." He noted the -funding, philosophy for each is different but a co-ordinated extend- ed care act should alleviate some of the problems." • Another point Elston noted concerning senior citizens was the recent upgradings ,and amendment; made by the government to the•Ontario Nursing Home Act. One of the changes made to the act .now incor- porates the Bill of Rights into the act. He •concluded his speech by telling. the audience the government hopes to Took -at the extended co-ordinated care act in 1988. ••It takes time to co-ordinate the efforts of the two ministries working on the pro- ject," he said ilot to e roJect o ern]. .. in. irnplemente • Senior citizens in Huron County will soon be able.to access all available health and social service programs which will help them to . remain in their own homes through a single central agency, thanks to a, pilot program initiated by the provincial government.. • Minister for Senior Citizens Affairs Ron Van Horne has announced the com- munities of Goderich, Clinton, Seaforth, Exeter, Wingham, Lircknow and most of the sma11et1 hamlets in the county will form one of five pilot schemes, throughout the province. Van• Horne said his consultations .with seniors haVe indicated what they want most is "to remain in their homes". • g senior citizens uron County However, because some needed services are either non-exi•stant' or under- • developed and delivery of others is often unco-ordinated, many seniors have dif- ficulty obtaining them. The idea of "one- stop access," .has been devised to allow Communities toorganize., with the help of the province, a complete range of -services obtainable through one central agency. - The. next step, said Van Horne, is for ministry staff to meet with the Huron County Board of Health and negotiate the extent of existing home support and discuss projections of what additional sup- port will be needed. , Huron.Coutity was one of the.first areas to have a provincially -financed integrated r homemaker program 1'towii ani Cruntry Homemakers), a ,,service which s uld become a prerequisite for 'community wishing to obtain a one-stop centre. . The program will operate on an outreach basis and will cover anything which. will -help an elderly person to stay in their own .. home. Hoinemakers, to help with light housekeeping; nurses, to check on medica- ' tion; pysiotherapists, for persons recover- ing from injuries, meals on wheels and a variety 'of other services will be available ' through the one-stop centre. . Van Horne plans to personally supervise the initial stages, which will include meetings with Huron County officials and a needs evaluation proces. Comthittee stu A senior care facility committee is to be :established in Huron County as the "result , of action taken by County Council at its . regular June meeting. Approval was given by council to a Huronview management committee recommendation to establish the new com- mittee which will review the future needs for care facilities for seniors in this county. • Ex -officio members will be Huron Coun- ty Warden Brian Mcl3urney and Wayne Lester, Huronview administrator. 'Chairman of the new committee will be the vice-chairman of the present Huron - view management committee while one of the appqintees from -the public at large will serve as,vice-chairman of the new body. Funding will be provided 100 per cent by the Ministry of Community and Social Ser- vices, council -was told, and the time frame for the program is to be from the present to June 30, 1988. Advertisements for volunteers to serve on this ,committee will' be placed in all county newspapers.
