Disabled considered in speech
For the first time in Ontario' history, the
. Throne Speech has devoted an entire section
to. the needs of people with physical
disabilities.
"The Government of Ontario has opened
the door to equal participation for people
with physical disabilities across Ontario,",
said 'David Logan, President of the Ontario
March of Dimes. -
"We await the Treasurer's May budget
with real anticipation. From it we will be
able to measure just how far open the door
to full participation is," Logan said.
The special costs of disability in human
and financial terms include extra costs for
special aids and devices, extra costs. for
transportation and housing, as well as the
lost potential contribution to society due to
systemic and physical barriers in educa-
tion, employment and recreation.
The areas in which the government pro-
mised action were assistive devices, atten-
,dant care and support services, housing and

transportation, education' and skills
development, employment opportunities, as
well as increases in the crucial income sup-
ports for people of low incomes.
The March. of Dimes applauded the
government's ongoing expansion of the
assistive devices programs. •
"The need for assistive devices by disabl-
ed people is increasing — not only for
wheelchairs and braces, but for en-
vironmental aids to help disabled people
live at home," said David Logan. •
"Money is getting tighter, requests are in-
creasing, so we have only been able to pro-
vide a minimal service in assistive
devices," said Logan. .
Agencies and self-help groups agree that
assistive, devices are the basis to the in-
tegration of disabled .people in society.
The March of Dimes supports as well the
move to increases in moderate to low-
income housing for disabled people:

amount of attendant care funding for people
with physical disabilities' but also in the op-
tions available within the attendant care
program," said Logan.
The expanded mandate and increased
funding td the Ontario Human Rights Com-
mission has immense potential in removing
both systemic discrimination in services
and employment practices. It will probably
be used as well to eliminate physical bar-
riers in the. workplace,, In public buildings
and recreational facilities. '
"As a pioneer in the area of summer cam-
ping for disabled, adults, we applaud the
commitment in the Throne Speech to make
tourism and recreation programs and
facilities more .accessible to disabled ,in-
dividuals," he continued.
"The Throne Speech has opened the door
for real action in addressing the needs of
disabled ''people, The Ontario March of
Dimes hopes the budget will keep it open,"
