Premier speaks with Western leaders
Or April 6 and 7, Premier David Peterson
travelled to. Alberta to speak. with business
leaders in Calgary and the Edmonton
Chamber of Commerce. As well, Premier
Peterson will be officially introduced in the
provincial • legislature • and will meet in
private with Alberta Premier Donald Getty.
Among the topics for discussion will be a
request 'for Ontario to purchase more
western coal as well as other matters. of
mutual interest.
HOSPITALS RECEIVE FUNDING
Health Minister Murray Elston announc-
ed that 69 Ontario hospitals will receive a
total of $33.4 million on a one-time basis to
help reduce their operating deficits from
1985/86.
As well, in fiscal' 1987/88, $62 million will
be used to increase the operating.budgets of
all Ontario hospitals., These special ad-
justments are in addition to the annual four
per cent increase already announced for
1987/88.
Hospitals account for almost half of the
ministry's total expenditures on health care
in the province. In the fiscal year 1987/88,
the Health Ministry will spend more than $5
billion for - hospital operating budgets.
Elston also announced a full review of the
4'.7`hosptial funding system. The review will in-
clude examination of productivity levels;
utilization Of each facility; bed and service
allocations by - types 'of location; oppor-
tunities for rationalization of services; and
•a review of financial information, control
systei'ris and the legislature framework.

efficiently and wisely," Elston said in an=
nouncing the review. All hospital • board
chairmen will be asked to provide their
views and suggestions to assist in this im-
portant study. •
FRENCH LANGUAGE EDUCATION
Franco-Ontarians will have greater op-
portunity- •to pursue post -secondary studies
in their own language as a result of an in-
titiative by the Ontario government.
Colleges and Universities Minister
Gregory Sorbara said the province will in
crease spending to expand opportunities for
post -secondary. education in the French
language. Over the next five years, spen-
ding will rise to $42 million a year, Sorbara.

Highlights of the long-term planning for
this initiative include: five-year plans to fur-
ther improve university and college pro-
grams and services in French and a signifi-
cant increase in start-up and in extra -
formula support for post -secondary French.

Agriculture Minister John Wise announc
ed a reduction in Farm. Credit Corporation
interest rates to the lowest level they have
been at in eight years.
The interest rate charged for five year fix-
ed interest term mortgages is now 10 per
cent compared to the previous rate of 1034
per cent. Loans under the Shared Risk Mor-
tgage program dropped one and one.quarter
per cent to 9' per cent. The rate for 10 year
fixed terms is 10 34 per cent, a reduction of
, one quarter of one per cent. Loans with fixed
terms of 15 or more remain 'unchanged at 11
per cert.
Utiiler the Corporation's Commodity bas-
ed Loan Program (CBI, I, the interest rate
remains at six per cent for the fully indexed
option while the rate for the partially index-
ed option, has been reduced to 8.375 per cent
from 8:50.. The,.cap on the. CBL, which limits
the amount borrowers would have to pay if.
they decide to opt out of the•program or if
.commodity prices increase sharply, is now
12.75 per cent compared to the previous cap
of 13 per cent, This program is available to
FCC clients who had loans with the Corpora-
tion on or before February 26, 1986.
These new interest rates apply to loans
approved after April 3, 1987, '

In addition, a new program to be called
"Operation Education" will be launched to
encourage more ypung Franco-Ontarians to
pursue education at the post -secondary
level.
Mr. Sorbara said these changes will be
'implemented -on an expanding basis. over
the five year life of the plan.
"The Ontario Government believes. the
provision of greater opportunities for
Franco-Ontarians to study in the French
language will bring enormous benefits to the
individuals and to the communities in which
they live and work," Sorbara said.
