Worsell, Plumbing and Heating on Huron
Rd., Terry represents the fourth genera-
tion tb ` operate the familiar family
business in Goderich. •
Goderich Reeve, Harry Worsell decided
to hand over the business to Terry after his
brother and partner Bert hzd retiredin
March to fish, walk his dog and 'swap
yarns'. Harry plans to assist his son with
the business in his spare time

'from George Brown College in Ton:Mto, as
a Chef and in Hotel and. Restaurant
Managernerit. However, he deckled plum-,
' bing was a good trade to return to and he
apprenticed with his father for ten years.
"Goderich offered a better lifestyle for
the same amount -of unoney," said Terry.
The hotel and restaurant trade meant he
would be working nights and on weekends
when other people are having fun, he said.
Really, they are the same sort of
birsnessirestaurant and plumbing 1, he
adds, you are still serving the public.

:Bert and .Harry to take over., The three '

which remained there until 1085.

The report of the Federal Electoral Boun-
daries Commission for Ontario was
presented to the House of Cornmons-April 7.
The first proposals of the commission
were released on August' 29, 1986. -Public
hearings were held in eight cities,across On-
tario in November and December. The
report presentee today revised the original,
proposals as a consequence of representa-
tions at these hearings.
Amendments to the law enacted in March
1986 allot Ontario 99 electoral districts, up
from the present 95. Districts would be add-
ed in six areas: Brampton, Mississauga, .
Halton Region, York Region and Ottawa -
Carleton Region. Districts would be remov-
ed from• two areas: the City of Toronto.and
the area of .Brune, Grey and Wellington
counties. Only five districts would remain
unchanged under the revised proposals. '

The revisions in the report affect 67 of the.
99 districts first proposed, but do not change
the proposed allocation of seats among the
various regions of the province.
Because of the low populations of the pre-
sent ridings of BRUCE -GREY, GR.EY-
SIMCOE and HURON -BRUCE, a district
would be removed from the area. The ex-
isting HURON -BRUCE would lose the
Township of Carrick and Village of Mildmay
to' BRUCE -GREY while gaining the
townships of Bruce, Kincardine, Greenock
and Saugeen and the municipalities within
them from BRUCE -GREY. BRUCE -GREY
would also lose the ToWnship of Egrement to
WELLINGTON-DLJFF'EitlN-SIMCOE but
would gain the City of Owen Sound and the
townships of Artemesia, Euphrasia, St. Vin-
cent, and Sydenham:
The revised WELLINGTON-DUFFERIN-
SIMCOE would' also gain t'Ie'townships of
Collingwood, Nottawasaga, Osprey, and Pro -
lop and the municipalities within them. The
Township _ of Nichol, Town of Fergus and
Village of Elora, removed from
WELLINGTON-DUFFERIN-SIMCOE in
the first proposals, would be returned Wit.
The present GUELPH tre-named
GUELPH -WELLINGTON ) would consist of
the City of Guelph, the Village of Erin and
the. Townships. of ErarYn.osa, Erin, Guelph,
Pilkington and'Puslinch, .. • .
Members of the House of Commons now
have thirty days to.. file objections to. the
revised proposals. Objections Will be. con-
sidered'in as committee of the House of Com-
mons. The minutes of the proceedings of the
committee are returned to the Commission,
which then has thirty days to consider these
objections and return a final report.
The districts as drawn in the final report
become law automatically, without further
review in Parliament. The new districts will
take effect upon the first dissolution of
Parliament occurring more than one year
after the proclamation of the new districts.
The existing districts continue in force until
that time,.

OPP release new findings
A second Ontario Provincial Police
survey of impaireed drivers reveals disturb-
ing new information about drinking and
driving on Ontario roadways.
"We are concerned about the degree of in-
toxication of impaired drivers in Ontario,"
said OPP Commissioner Archie Ferguson.
-Our officers find the average impaired
driver has consumed the equivalent of eight
bottles of beer. Compare this to the legal
limit of intoxication which the average per-
son reaches after. three or four bottles of
beer, .and it's 'apparent that the drinking
driver is a deadly risk to himself and others
on our provincial highways," he added.
• A second unexpected finding revealed
that upwards of one-third of intoxicated
drivers are repeat offenders.
"Some drivers don't seem to learn that
drinking and driving is a serious 'offence
with deadly consequences which will not be'
tolerated in this province," said Mr.
Ferguson.
This survey, the second of three OPP
surveys, was conducted July 25 to August 4,
1986. Information for the first survey was
taken December 20, 1985 to January 2, 1986.
t ne results of thrs,survey support the fin-
dings of the earlier survey which developed
the following profile of a typical impaired
driver: Single, employed, male and under
the age of 30 (25 per cent of the Survey
total ). Generally, this person consumed
about eight bottles of beer on average at a
licensed premise or a friend's residence
and drove his car a short distance prior to
apprehension r a distance that was usually
within five kilometers of his home).
•Other Observations:
Party hosts- continue to let their guests
drive away from their homes in a drunken
condition. Younger hosts are the least likely
to insure their guests are inna fit condition to
drive.
The survey indicated that northern On-
tario has a rate of impaired driving three
times that of southern Ontario.
The comparison of the two surveys also
shows that intoxicated drivers were im-'
paired to the same degree, regardless of the
season.
"This tells us that while intensive enforce-
ment prorams, such as RIDE„ can cut down
on the overall number of impaired drivers,
it has no effect on the degree of impair-
ment." said Mr. Ferguson.
The results of the two surveys are having
an effect on how the ()PP enforces drinking
and driving laws across Ontario. The OPP
feels having a better concept of who'to look
for will allow officers to apprehend more
drinking drivers.
The results of a third survey conducted
during the last Christmas holiday season
should be available by May.
"I believe that we are the first police
department to conduct this type of scientific
study in-house," said Mr. Ferguson.
"We put a great deal of trust in our fin-
dings because of the accuracy of our data.
We surveyed all the drivers who were
charged with impaired driving rather than
taking a smaller representative numb . Ill
total approximately 1,200 impaired drivers
were surveyed," he said.
Artist to conduct workshop
Canadian portraitist Cyril Leeper of
Clinton will be conducting a painting
workshop in Goderich for local and area
artists.
Leeper, who also has a studio in
England, is widely known across Canada
for his portaits of such prominent public
figures as The Most Reverend Philip F.
