CHARLES HENRY HOUGHTON
Mr. Charles Henry Houghton of RR 3 Clin-
ton died at Alexandra Marine and General
Hospital on Saturday, March 28. He was
74 -years -old.
• Born in Ealy, England on June 28, 1912, he
was the son of the late William Houghton
and the torrner Mary Pool.
He married the former Irene Catherine
Williams who survives him. Mr. Houghton
was a farmer and a member of Holmesville
United :Church. He was also a member of
the C• nadi•an For-este)r Lodge, Benmiller
Court Q. 86.

the initiative will receive approximately
$7,5 million from the Ministry of Health with
the remaining capital coming from other

Based on the results of discussions held
between the Ministry of Health, other

this initiative is broken down into key areas:
)1- new programs in childbirth care and farni-
ly planning, .

- new support programs for the treatment of

In addition, a Wonen's Health Bureau is
to be established vithin the Ministry of
Health that will 1r responsible for pro-
moting greater awaeness and sensitivity to
women's health issus among ministry pro- •
gram staff. '
VICTIM 4SSISTANCE
Training videos, ,tatistical analysis and
an experimental 24hour crisis assistance
and referral service are the three com-
ponents of a $391,600 initiative, being
developed by the Mnistry of the Solicitor
General to assist viltims of crime. •
Announced last wlek'by Solicitor General
Ken:Keyes, the Victm Assistance Initiative
is the result of a lhrone. Speech commit
ment to reach out aid help those who Mr.
Keyes describes as''theforgotten people in
the justice system." " .
• The package inclines:
- $160,000 to develip training videos and
other resources to educate, police officers
and recruits about tictim'assista.nce
- $30,000 to collect and analyse 'statistics
related to domestic assaults
- and $205,000 for plot 'projects on. victim
assistance in three;areas of Ontario — the
District of Algorn , Brand Coiunty and
Frontenac County.
In providing the details for the victim
assistance program Keyes pointed out that
most people are iware that crises are
responded. to by pdice on a 24-hour basis
-and that counsellingand.professional, social.
and other services ire usually available to
victims during reguar business hours only.
"However," he acded, "it has been found
that, if the victim cin be linked quickly into
the social services 2ommunity, the victim
recovery benefits we enhanced greatly."
The victim assistance program is a
volunteer -based oneand will be available at
the discretion of the police officer respon-
ding to'the,crime. Keys said he hopes to
have the pilot centras operating by the end
of June

GRANTSITO RIDING
I was delighted to present to the town of
' Parkhill recently, on behalf of my 'col-
leagues Minister of Housing Alvin Curling, a
cheque in the amount of $40,000 representing
an advance against a total grant of $58,684
under the Ontario Home Renewal Program.
' The Town has also been awarded $15,000
by my colleague Minister of Tourism and
, Recreation John -Eakins under the Com-
munity Recreational Planning Grant to
assist with feasibility studies for an•18-hole
municipal, golf course.
In addition, Parkhill has received a
$10,000 Community Planning Grant from the .
Ministry of Municipal Affairs
