• ed the quarterly meeting on free trade in Ot-
tawa, and along with the other 1 rerniers,
was adm.ised on the ~'un•e toLLards .a draft
trade agreement between Canada and the
United States.
Details of the agreement are expected to
be presented to the Premiers at their next
meeting on June 22, 1987. The final agree-
ment is expected to be drafted' in time for
ithe following meeting on September 8, 1987.
The Premiers and the Prune Minister an-
ticipate extensive public discussion on the
free trade issue during the summer months.
..FOCUS ON EDUCATION -
At the recent annual Ontario Liberal
Heritage Dinner in Toronto Premier David
Petersen pointed out Ontario's education
system must be'irnpruved to rne.et the needs
of people. to provide there with new skills to
compete in the modern world. Ile also noted
there is a 40 per gent dropout rate from high
schools in Ontario, one of. the highest in the
world.
As one of several initiatives to help reduce -
the, drop-out mate, the Ministry of Education
will begin a special study on school'
dropouts. The objective, w'i.l1 be to recom-
mend ways of ensuring our .education
system is relevant to the needs of young peer
pie' and to the realities of the labour Market
they are preparing to enter.
A new funding system for universities has
been announced by, Minister of Colleges and
Universities Gregory Sorbara, in line with
the government's process of rebuilding our

university education and increased par-
ticipation in the university system.
An accessibility envelope will also be
created to provide support fur university
enrolments. For example, specific funds
will be committed to meet increase in de-
mand resulting from the implementation of
OS:IS (Ontario Schools; i Intermediate and.
Senior i, making it possible for some high
school students to complete university' ad-
mission requirements in four rather than
five years. This should begin affecting
university enrolment in September of 1988.
Two special allocations of $25 million each
will be distributed in 1987-.88 to recognize
enrolment growth in the university. system,
'and to target support for research activity.
The Ontario (-'ounoil on University Affairs
will "advise ori the specific distribution of
1987- university operating grants in accor-
dancea with the new system, and more
precise figures and details will be announc-
ed within the next month.
