Members of the Maitland Valley Conser-
vation Authority gave their approval last
Thursday to a 1987 budget Of.$2,672,019,
8.3 per cent increase over last year's
$2,468,065.
The approval was given following
presentation of the budget at the
authority's annual meeting in Wroxeter, •
A breakdown of proposed expenditures
in the 1987 budget shows the authority's
water and related, land management pro-,
gram to account for 73.4 per cent of the
total spending, or $1,961,473. Administra-
tion costs account for the next largest por-
tion, $308,000 or 11.5 per cent of the total.
Operations. and inaintenance costs are
estimated at $224,000 for 1987, representing
8.4 per cent of the total, while -the conser-
vation and recreation land management
program is expected to cost $102,746 or ;3,.9
per cent of total expenditures. Special pro-
grams, at an estimated $7,5,800, representi
2.8 per cent.
On the revenue side of the bud -get ledger,
$1,998,962 in provincial government grants
are expected to provide 74:8 per cent of the
authority's income. The balance will be
raised through levies - $230,612, general
and $255;100 special - as well as the forwar-
ding of.a $4,063, 1986 surplus, $174,782 in an-
ticipated revenuefrom operationsP• and
$8,500 in donations. •
The' amount to be raised by general levy
represents an average increase of 6,5 per
cent over the 1980 levy, MVCA general.

In his budget presentation, Mr. Tervit
said the level of provincial grants for ad-
ministration and program adminiStration
has increased by just 3.5 per centover
1986, representing a "significant"
challenge if the authority .expected te,
maintain its established programs while
continuing to support theincreased costs
of their operation..
In addition to holding the administration
budget to a four per cent increase over
1986, estimated costs for operations and •
maintenance— which are not eligible for
'grants - increased by 2.4 per cent over the
1986 budget.
• The most.significarit impact on the levy
for 1987 is the increased local share of the'
rove
-on
Soil and water conservation program
which resulted from the agreement bet-
ween the provincial ministries. of natural
resources and agriculture and food, in ad-
dition to the Mange in grant rate from 85
per cent in 1986 to 50 per cent this year.
Water and related land management
capital projects scheduled in the 1987
budget include:
-Listowel Conduit project, completion of
Phase 6 and initiation of Phase 7,
$1,295,000.
-Wingham Special Policy Area, to
develop flood proofing, $12,000.
-Ashfield Township flood -erosion mapp-
ing, to identify flood and erosion prone
areas along the shoreline, $30,000.
-Harriston Special Policy Area report, to
identify floodproofing standards and
methods for floodplain development,
$8,000.
-Wingham Howson Dam, design
engineering for replacement structure,
• $42,500.
Goderich Bluffs stabilization project,
groyne and hard point pi'otection; $200',000.
-Goderich Bluffs erosion 'control,.
preliminary engineering study, $13,000.
Although no MNR funds have' been
• allocated for •the Wingham Howson Dam,
Brussels floodplain mapping nor the two
Galeria Bluffs projects, Mr. Tervit in-
dicated they have been identified in the
budget in ,,order that they may get under-
.
. way if funding does become available.
In other financial news, the • annual
meeting was also told the authority had
finished .1986 with a surplus of $62,970.
Nancy. MacDonald-Exel of Spicer
MacGillivray Chartered Accountants,
Listowel, told the MVCA members that
while revenue in 1986 reached $1,991,357;
expenditures during that period came to
• W63;403. That difference, coupled with .a
$40,767 surplus at the beginning of 1986,
resulted. in the ,end -of -year surplus of
$62,970.
Mrs. McDonald-Exel Said the financial
statement was an indicator of good fiscal
managernent by. the authority. "you
stayed 'within the budget and that's the on-
ly way to get a surplus."

Vince Judge of Listowel is the 1987 chair-
man of the Maitland Valley Conservation
Authority. He wa ret ed by acclamation
during the autho ity's nnual meeting held
last week at VCA headquarters in
Wroxeter.
