The transfer station is approved for the specific storage of Class 252 waste oil. Goderich Town Council was informed of the provisional approval by the Ministry of Environment through a letter received at the Feb, 23 council meeting; Land purchase Goderich Town Council has agreed to allow Edna Overholt to purchase an addi- tional 10 feet of land from the town, to square up an addition to her lot on Britan- nia Road, which she purchased from the town in 1979. Overholt, who is planning . to build a larger garage on her property, discovered that through an oversight, she purchased a 100 foot, by six foot piece of land, rather than 110 by six feet and as a result, the site of her proposed garage is located on town property. Request support A request for financial support for Town and Country Homemakers was referred to the 1987 budget by Goderich Town Council, at their Feb. 23 meeting. Com unity elms The organization is requesting a dona- tion of 75 cents per household, as the town's share of an addditional $60,500 they are seeking to raise in 1987. The additional fund:, will be used to subsidize private clients needing homemaking services, home support, training of volunteers and other services throughout Huron county. They hope to raise $35,500 through fun- draising and $25,000 from the county and - or municipalities. Rail abandonment The Works and Property Committee is currently studying the possible effects of Canadian Pacific Railways' proposed abandonment of their Goderich to Guelph line, on the town and industries within it. A meeting has been set up with CP Rail Superintendant Pat Pender, to discus the physical aspects of the proposed closing, including disposition of bridges and retain- .ing walls and railway lands. • The committee plans to meet with In- dustrial users of the line land prior to mak- ing recommendations to council on whether to support CP's application for sier si abandonment. The committee has already met with Goderich Elevators and plans to also consult Domtar and Champion. Joint Project A group of Goderich service clubs has received approval for their proposal to construct a building to store Christmas decorations on town -owned land. The building is estimated to cost $25,000 and will be located on Cypress Street. The service clubs, in a joint venture, will play capital cost and maintenance of the building and all utility costs. The town will supply the land, pay for the building per- mit, taxes and insurance and look after. grounds maintenance. The building will be restricted to the storage of Christmas decorations, in- cluding both those owned by the town and the service clubs. Donation promised Goderich Town Council has agreed to give •financial assistance to the Clinton Pipe. Band, to help with plans to once again send the band to Bay City, Michigan .for the St. Patrick's Day parade in March. Support will be at the :Same level as last year. Landfill site users warned to expect expenses Municipalities making use of the Holmesville Landfill Site have been advis- ed through the Landfill Site Committee to be prepared to pay their portion of substantial costs to be incurred at the joint landfill site. Goderich Administrator .Larry McCabe • advised the committee in a letter, that the 1987 preliminary budget for the Town of Goderich Includes $220,000 for -the opera- tion of the site and $50,000 far studies re- quired by the Ministry of Environment. The operating costs in 1986 were $210;000 and studies carried out cost $35,000. In 1986 a grant in excess' of $20,000 was received toward the cost of the studies. However, no grants for further studies are expected to be available. McCabe , has advised participating municipalities that Goderich is separately allocating a large sum of money to reserve for their future. landfilling needs. The final amount will be determined in the upcoming budget. I write this letter on behalf of the ( land- fill site) committee, at this time, to em- phasize that drastic expe°'nditures will be incurred at the Holmesville Landfill Site.' and that each municipalityshould be prepared and budget accordingly," said the letter. In report released in December, .1986, participating municipalities were advised to expect expenditures as high as $700,000 Lor landfill over the next three or four years. The expected expenses include such projects as leachate collection, preparing a new area 4t the site for landfilling and closure of the existing fill area. NEW USERS A recent development in the landfill • situation,is a request from Seaforth and Tuckersmith Township to be considered for inclusion as users of the Holmesville site. Representatives of the two municipalities appeared at a F'eb. 4 meeting161 the Landfill Site Committee, to discuss this possibility. Seaforth and Tuckersmith have already spent in excess of $225,000 for necessary studies to determine a possible new land- fill site of their own. However, they have not proceeded any further since the costs of developing such a site, estimated at more than $1.million, are prohibitive. Still unresovled, is the issue of legalizing the' use of the Holmesville site by the municipalities of Bayfield, Lucknow and Colborne Township. As it now stands, on- ly Goderich, Goderich Township and Clin- ton, the three municipalities named' on the Original application for the site in 1972, have proper -ministry authorization to use the site. EXEMPTION A POSSIBILITY To legalize the use of the site' by the municipalities not included on the original application would normally require an en- vironmental assessment. However, accor- ding to Ministry of Environment officials,. because Bayfield, Lucknow' and Colborne Township commended use of the site before the Environmental Assessment, Act applied to municipalities in 1980, and because the approval required at that time would have been a public hearing, it is possible an expemption can be obtained under Section 34 of the act. In this case, on- ly approval under the act, with a public hearing would be required. The ministry's Southwestern Regional Office" has " in- dicated it is prepared to ,support such a request. A meeting has been tenatively arranged, either March 30 or 31, between the commit- tee and the Environmental ,Assessment Branch of the ministry, as well as the En- vironmental Approvals' 3ranch, in conjuc- tion with representatives frorh Seaforth and Tuckersmith.
