"The problem that 1 have ... is that there was a public meeting on Jan. 21 and.orily two members of ,the Huron County Plann- ing and Development Committee as well as Cindy Fisher attended. Since only two out of the five committee niembers attend- ed, three others did not hear our applica- tion or see the picture. "The committee ruled against us. They must have decided that Cindy, Fisher was more important than the Colborne Township Council and.the 130 people who approved our application. The Planning and Development Committee does not allow the applicant the proper input. "On Thursday ( tomorrow ), the issue goes before the Huron County Council as a whole and is to be approved or rejected. So County Council as a whole has a problem. Do they accept one person's opinion ( that of Huron County Planner Cindy Fisher) and their own committee's opinion, or do they ac'cpet Colborne Council and 130 residents decision that this, application should be approved' "The'final problem is that we cannot ad- dress the Huron County Council as a whole. We can't present the picture, any legal presentation to present our applica- • tion; so what's the purpose of having a public meeting:"" i)r. C.ampbtll said. Dr. Campbell noted that should the County Council. approve the application, there is a 35 -day objection period. If there are any objections. then there will be an Ontario Municipal Board'(OMB I Hearing. "If the Town of Goderich objects, then • they will have to pay the cost of proceeding with their objection," Dr. 'Campbell said. In the interest of protecting the people in the community from rabies, the Huron County Health Unit urges (dog and cat owners to meet the regulation bs getting I their dogs arid cats inmmunized• Inquiries regarding this regulation, ,e should be directed to this Health Unit. He added that if County Council does not support the application,' then "we as ap- plicants have the right to appeal to the OMB, which. we will definitely do." Cindy Fisher, the County Planner who prepared the report,.said the Planning and Development Department recommended to the Planning and Development Commit- tee that they not support the application • for land use designation change. On Feb. 19, the Planning and Develop- ment Committee met and made a decision not to support the application, agreeing with the planning department's recom- mendation. Because the committee can- not make absolute decisions, their decision goes to Huron County Council as- a . recommendation. "The Huron County Council will make a decision' based on the Planning and Development Committ'ee's recommenda- tion which is to not support the applica- tion;" Fisher said. • "The next problemi have is whether' the Council of Huron will automatically.. vote as -their committee has made a recommen- dation, to vote. I hope they will vote against their own committee, and support the Colborne Township Council and the 130 people who supported our application and pass our:application:' - I believe they must approve our recom; metldation 'based on the facts, or vote against our application based on purely political. considerations — ,just what the planner and committee have done - already," Said Dr.'Carripbell in a prepared ' statement.
