As soon as the cold weather arrives, cats
become more susceptible to a painful death
or injury; being litterally "ripped to
shreds" in the fan or far)belt of a vehicle.
During cold weather, cats tend to huddle
a••ound the engines of vehicles in a
desperate attempt to keep warm. This un-
fortunate, albeit understandable, habit
leads to the deaths or injuries for numerous
cats annually in Ontario. -
Cats tend to crawl up under the hood of
parked vehicles. Once the owner returns to
the vehicle and starts the engine the cat is
unaware of the imminent diner until.it is

person driving the vehicle banged on the
hood of the vehicle or honked the horn prior
to starting the engine. If the horn is j.ised to

review is now' taking place and we feel
public attention to the issues will ensure
;'intimation of this worthwhile service_

Dear Mr. Sweeney:
At the local chapter of the' integration Ac-
tion Group some concerns were expressed
about the . review. Since both Special Ser-
vices At. Horne and the Integration Action
Group focus on integrating people into the
community, we would like to share these
concerns with you.
Parents of children with a developmental
handicap in Huron County have benefitted
greatly from both the parent relief and pro-
gramming aspects of Special- Services At
Home, It.has improved the quality of life for
these children and their families. These ser-
vices are not available elsewhere' inthe
county.
Our basic concern is that "this service
• might be cut back or so restricted as a result
of the review that the quality of life now en-
joyed,might be diminished.
'Some, of the specific issues are:
`Ever increasing administration fees use
up to one-third of the maximum allottrnent
which should be for direct service. SnrfP

Alerting any cats lerking under the hood
of your vehicle should be done each time 1'uu
start the engine. This way you will develop a
habit of alerting cats and will be less likely
to forget. While cats are less likely to crawl
up under the hood of a vehicle In the warmer
weather, being curious creatures they have
been known to do so. So, before starting your
vehicles engine, alert .those felines which
night be seeking shelter under the hood of
your vehicle.

be labelled developmentally handicapped.
We feel that any child with extraordinary
• needs shoult1 have access to the psograrn,
without being burdened with a lifetime
label.
Academic, occupational therapy, speech
and physiotherapy for school age children
will not be provided ,through Special Ser-
vices because the ministry feels that other
ministries should assume responsibilities
for these areas. These services are
available, but only on a consultation basis.
Realistically, many children require sup-
plements to the programs' and services they
receive from the Ministries of Education
and Health. We feel that Special Services At
Horne is the only source of this supplemen-
tary service.
It • appears to"i us that the original
guidelines for Special Services have been in-
terpreted differently throughout the Pro-
vince which indicates that they ' were not
clear and they were not made 'available. to
those administering the program directly.
We also feel that the original guidelines did
not provide , adequately for the ongoing
needs of families. This is evidenced by the
overwhelming requests for service which
has, resulted in • an over -expenditure of
monies in the Province'.
