' ministry will review Child Abuse Register this year Ontario's Minister of Community and Social Services recently announced that a comprehensive review of. the Child Abuse Register will begin this month and will be completed this surnrner. ' John Sweeneey said the review, to be con- Eiucted by a group of consultants under the. leadership of Professor Nicholas Bala .- an exert in children's law and human rights legislation at Queen's University in Kingston - will examine policies; operating • 'procedures and legislation pertaining to the ,. Register. • "It's time to take a thorough 'lc* at the. Register and especially the process and ra- tionale for placing a name on it as well as the criteria for removing the same informa- tion," said Mr. Sweeney, who has asked:for a report to be available in July. .The Child .Abase Register, which is ad-' ministered. by the Community and Social Services Ministry, is a confidential list of names of people who are- alleged to have abused a child.. • • "The statistical increase alone indicates '. that the review is timely and we must do everything we can to combat child abuse, in this province." said Mr. Sweeney. The Minister added that there 'are a number of other issues affecting the Register that also have to be examined. Among there, are the emerging use of civil • liberties Legislation to challenge registra- tion and the.: increasing; number of requests from organizations who employ 'people to work with children and want to access the Register as a means of screening 'potential employees. Names on the Register can only be placed there by children's aid societies following an investigation which reveals credible evidence of child physical or sexual abuse. In addition to Bala, the review team will include social., workers with child welfare experience, researchers and a variety of lawyers with extensive expertise in children's' 1 i v Mr. Sweeney said the team has been in- structed to met and consult with staff in children's aid societies: lawyers who specialize in child welfare, coroners, profes- sional associations and organizations which employ people to work with children as well as the general public. The Child Abuse Register, which has not undergone any form of a review since its in- ception in 1979, has received increasing numbers of reports of abuse. For example, •there were 719 reported cases in 1979 and Legion Auxo bowlers advance to district level that number increased to just over 2,200 cases last year. "It is necessary to achieve a balance bet- ween protecting children and at the same time'ensuring the privacy of those children acid their families, as well as protecting the • rights of those who • are registered as abusers," added the minister. Dungannon Institute tours. Bluewater ,The -Dungannon Women's Institute met Thursday Feb. 5 at The Bluewater Centre for Young Offenders. This meeting was ar- ranged by the Citizenship Convenor Ila Crozier. Members were. warmly welcomed at the centre by Jane Whitney. Divided into groups of three' they were taken on a tour of the centre each group lead by one of the residents. They returned to the lounge where Jane Whitney lead in a very informative question and answer period. A vote of Thanks was extended to Jane and the boys. • Our meeting followed with the Roll call, "Something that makes Canada different" answered by 1:3 inember5.
