Dear Editor:
I .would like to draw attention to the
"Letter to the Editor" from Dr. Harry
Cieslar which appeared in the Focus on
Dec. 9, 1986. If you happened to miss it or
didn't bother to read it, I strongly urge you
to do so, especially if ,you are at all in-
terested in the future ofhealth services in
Huron, County,
Dr. Cieslafiad been Medical Officer of
Health in Huron County for a years prior to
his resignation in July 1986. After five
years of experience, I am sure most would
agree, that would provide him with a good
understanding of the programs and ser-
vices provided as well as the ones that are
needed in the county. He would also be
knowledgable about the organization and
functioning of the Health Unit and the pro-
vincial legislation that regulates this body.

Mrs. Janis Bisback is to be complimented
on her letter to the editor last week outlining
her experience as a'member at large on the
library board over the past four years. It is
evidence of the continuing drama of power
plays that unfold behind the .great grey
walls of the county castle. The imaginary
soaps of Dynasty cannot outdo our own
home-grown, real life versions. Our hard
earned tax dollars should .facilitate the
delivery of programs in this county. Tax
money should not be used for a few people to
indulge their massive egos in power plays to
see who can be King of the Castle.
Professional people are hired ,to spend
their time assessing County needs and

community group needs strong leadership
and good organization. Without these
basics, the services provided could be
decreased and the morale of the providers
could be diminished. I feel these things are
slowly starting to happen at the Huron
County Health Unit. It has been six months
since Dr. Cieslar resigned and there is still
no permanent Medical Office of Health
that has been educated in and who is com-
mitted to public health. Possibly no one
has been willing to put up with the present
county situation.
The Health Protection and Promotion
Act, 1983, governs the function' of the

the job"of elected officials to see that these
various specialists and administrators of
local services carry out their duties in a
responsible fashion. It is not their duty to
take, over these jobs themselves. I was
shocked when I read that the politicians
were considering a motion to involve
themselves in the decisions of which books
to purchase for our libraries. This is
analogical to the politicians choosing the
vaccines"to be used by the Public Health
Nurses or the girders for building bridges. It.
is further incredible that the county solicitor
would encourage and support such action.
The library system has • been ably ad-
ministered for the last fourteen years by a

Unit.
Health Unit and county policy and prac-
tice, in regards to the Health Unit, has
been in direct conflict with the Act since its
inception. How can this be allowed?
The Ministry of Health has known about
this situation since at least the fall of 1985
when it carried out a provincial organiza-
tional audit, but still nothing has been done
to rectify this situation. The Minister even
resides in this county which makes his lack
of action even more difficult to
understand!
I think it's high tirne that the people of
Huron County speak out about their con-
cerns. Nothing will ever change unless you
do something about it! Please call or write
your local or provincial politician and let
them know how vou feel.

removed. Mrs. Bisback spoke against the
dissolution of the Library Board in Queen's
Park. Copies of the proceedings (Hansard
of Private Bill Pr -7 are now available in
each of the five town libraries. The in-
terested public should take the time to
glance through these: reports. If the con-
cerns of ,the public lie, with censorship and
other control issues it would be informative
to pay particular attention to Pages T-14 to
T20 of the December 17, 1986 hearing.

Bill 133 calls for ingredient labelling
The passing of Bill 133 by the Ontario
legislature would set a world precedent. Bill
133, which calls for an ingredient labelling
law for wines, beers and spirits, has already
been passed . unanimously in the second
reading of the legislature. Similar legisla-
tion is being considered in other jurisdic-
tions around the world, but has not yet been
made law. •
Alcohol & Drug Concerns, Inc. is calling
for Premier David Peterson and his govern-
ment to bring, Bill •733 forward for its third
and final reading. Nineteen other organiza-
tions in Ontario are expected to follow this
lead. When passed, Bill 133 will require all
manufacturers of alcoholic beverages to list
the ingredients used in producing their pro-
ducts, thus meeting the needs of the many
citizens who'suffer from specific allergies
and/or those concerned about the. ingestion
of additives which could be carcinogenic or
detrimental to health in any way.
• Alcohol & Drug Concerns, Inc. has also
. been lobbying with the Federal Government
on this same issue. In February, 1986, a.
brief was presented to the Hon. Jake Epp,
Minister of Health & Welfare, recommen-
ding that the regulations of the Food & Drug
'Act .be amended to provide for the man-
datory labelling of the .ingredients in

the first meeting of the year. • '
Hinka Bakelaar read a brief passage and
offered a prayer of encouragement that pro-
• life work be continued for the sake of the
unborn.
Members of Wingham' Voice for Life are
in favor of two Private Member's Bills now
being considered by the House of Commons.
One bill, initiated by Gus Mitges, asks for
protection of the unborn in the 'Charter of
Rights. The other, introduced by Lawrence
O'Neil MP deals with legal counsel for the
unborn. •
Some executive members may attend the
next conference of REAL Women, to be held
in Toronto on February 14. '1•'he theme of the

Six members attended the 24-hour Prayer
Vigil in front of the illegal Morgentaler
abortion clinic on December 10. The vigil
was a good reminder that as many as 5,000
abortions may have been performed at the
clinic since it opened in 1984.
Before closing, members decided on a ten-
tative date for the annual dinner, April 29.
