local Legion's Remembrance Day Poem
and Essay Contest. It was judged to be the
best in local and district competitions, and
went from there to the provincial level.
On April 12 she was presented with a
framed certificate and a gold medallion at
the Guelph Legion for winning first prize in
the contest on the provincial level.
From the provincial level, her work has
been moved into a national competition.
Miss Allan awaits results from that com-

The award winning poem follows:

The Significance of the Poppy
I think of the poppy scarlet red
It reminds us of the blood once shed
It stands upon a hill of dirt
A symbol of all the pain and hurt
It grows beneath a cross of stone
To mark brave soldiers now lying alone
Each year it rises fresh and new
To bring new hope for me and you
The poppy stands bright and alive
And teaches us for peace to strive
Let in all men and women grow
Compassion for both friend and foe
The poppy though tis just a flower
Reminds us of the greed and power
War is cruel and war destroys
Shattering the futures of girls and boys
To remember the poppy's scarlet hue
Let love of mankind spring anew.

set up to meet with Melanie McLaughlin
from the Ministry of Tourism and Recrea-
tion. She had previously offered to meet
with the board to discuss such areas as the
rules, regulations and criteria for the com-
mittee, the different grants available and
the structuring of recreation and the
Municipal Act.
Currently, Councillor Howson noted, she
is considering a set up that would see Blyth
Council acting as a governing body with the
arena board, hall board and recreation com-
mittee reporting back to them.
Also under consideration in putting all of
these areas under one bank account, and
having three signing authorities. Any
changes, however, would be subject to the

Councillor Howson explained that the
meetings with the ministry representative
haven't changed anything.
"In effect, absolutely no changes are be-
ing made. It is all going to be put on paper
properly. We're just putting it in black and
white," he said.
Reeve Wasson agreed. "That's what
we've been driving at throughout this whole
episode. We're just tying up loose ends."
Bylaws
Two bylaws were put before council dur-
ing the meeting and both were passed.
The first, number 10 for the year, was a
bylaw to appoint Blyth's fire chief, Irwin
Bowes, as assistant to the chief building in-
spector for the village.
Councillor Manning explained why this
bylaw was necessary. The situation carne to
the forefront in 1984 when a person from the
fire marshall's office stated that a local fire
chief was not allowed to enter a buildint;
after a fire for inspection purposes.
"If he went into a building to inspect it, he
could be charged with trespassing. He has
no authorization to go into a building after a
fire is extinguished," Councillor Manning
explained.
For this purpose Mr, Bowes was named as
assistant to the building inspector.
The other bylaw passed saw John Rinn
hired as an assistant to the village foreman,
Mery Ritchie. Mr. Rinn was hired on a full
time basis.
