Consumers should be aware of their rights
Know your
rights when it
comes to taxes
when they deal with tax discounters, says
Hai -vie Andre, Federal Minister of Con-
sumer and Corporate Affairs.
Some 720,000 Canadians paid out about $48
million in 1986 to get their income tax
refunds a few weeks earlier.

In response to consumer concerns, Mr.
Andre said his department put, forth amend-
ments to the Tax Rebate Discounting Act,
whi4h came into effect in 1986.
The Act now limits a discounter's fee to 15
percent of the first $300 of a refund and five
percent of the remainder. On an $800 refund,
for example, you are entitled to at least $730
after the discounter's fee. But this is still
more than the usual cost of a loan.
Mr. Andre also cautioned consumers not
to pay extra to discounters for filling in in-
come tax forms. Under the law any, extra
charge is illegal.
Consumers have other choices besides
discounters:
Wait for a full refund. Early -bird applica-
tions get faster service. Some simple and
accurate tax returns can be processed
within four weeks.
Free help with your tax return may be
available in your neighbourhood. ({heck
with local community and volunteer groups.
Revenue Canada can help too. Call your
district taxation office for information.
If immediate cash is needed, enquire
about a short-term loan on the strength of an
expected refund.
