Horticultural Society will help with hanging pots

CLINTON - In 1987 the Horticultural Socie-
ty will again work with the town to purchase
hanging pots of flowers for main street.
Although some members of the Hor-
ticultural Society voiced their disappoint-
ment in the past showing made by the
phanging pots, it was agreed that the group
would again share in the costs for another
year.
Discussion on upcoming events and work
plans for 1987 took place when local green
thumbers met for their annual meeting on
January 28 in Clinton.
President Frank Van Altena conducted
the meeting. After his opening address.
Dorothy Williams read a poem.

The bus trip convenor reported that a trip
has been scheduled for Saturday, February
28 to the Kitchener Farm Market and
Bingham Park. Seats on the bus are already
booking fast.

ticultural Society year book can no longer be

The Huron County Library Board held
its first meeting of 1987 with both Janis
Bisback of Hensall and Isabel Elston sit-
ting on the board.
Bisback, from the Hensall area, was left
off the county's library board at the
recommendation of the county's striking
committee report of Dec. 10, 1986. As a
non -elected, citizen at large, she had serv-
ed two years of a three-year term. The
striking committee had appointed Elston
to replace her.
However, a letter dated Dec. 16, 1986 to
Huron County Warden Brian McBurney
from Lily Munro, Minister of Citizenship
and Culture, emphasized that all library
board members were appointed to a three-
year term and would remain on the board
unless they resigned.
Bisback was reinstated to the county's
library board via a Jan. 14 letter from
county administrator Bill Hanley. The
same letter, however, suggested that her
reinstatement was "under review" bet-
ween the county sol citor, Dan Murphy and
Minister Munro.
In the letter to Warden McBurney,
Minister Munro said it had come to her at-
tention that Huron County council had
advertised for new library board members
and that new members had been
appointed.
"I must emphasize to council that under
Public Libraries Act 1984 library board ap-
pointements are for a three year term con-
current with the three-year term of
Municipal Council," the letter read.
"Unless the previous library •board
members who have not yet served a three-
year term have resigned or Council has
just cause under the Act for removing
them, they would .continue to be on the
board," the letter said.
The libarary board may be comprised of
up to 15 members, but county council
members must make up the majority of
the sitting members. With citizen

discussion, Mrs. Holland was instructed to
look into other feasible means of producing
the annual publication.
Miss Sloman asked members to help
defray the- costs of buying 'woodland plants
for the Sloman Park.
Roberta Plumsteel presented the slate of
officers for 1987. Five new directors were
appointed, including, Evelyn Merrill, Viola
Riley, Catherine McKnight,Roberta
Plumsteel and Kay Whitmore. Margaret
Middleton conducted the installation
ceremony.

representatives are Warden McBurney, J.
B Robinson, G. D. D'Arcey and Dave
Johnston.
While it is still not clear whether Elston
is a sitting member of the library board,
she participated in the discussion of the
meeting and seconded motions. No at-
tempt was made at the meeting to clarify
the situation by either board chairman
Robinson or Hanley.
Former warden and library board chair-
man Tom cunningham said recently the
county was seeking clarification of the
Library Act which governs the board. With
respect to the Bisback situation, he said it
was simply time for new blood on the
board.
During the meeting Bayfield Reeve
Johnston asked whether or not the
county's chief librarian, Bill Partridge,
would be purchasing books for the system
or if council members would have to per-
form that function.
Looking for help
CLINTON - The Clinton Sloman School
Car board is seeking a new member to join
its ranks.
The board has a vacancy left by the recent
resigation of Owen Delve.
If you are interested in taking part in this

their next meeting, to be held on Thursday,
February 5, 7:30 p.m. at the Sloman home,

Walsh trial
continues
WINGHAM - The sentencing trial of Larry
Walsh of Blyth will continue in provincial
court here on Wednesday, March 25.
Mr. Walsh appeared in court in Wingham
on January 28 and an extension on his trial
was granted by Judge Gary Hunter until
March 25 when character witnesses are ex-
pected to appear on his behalf.
