Films to focus on
the family unit
CLINTON -,Dealing with the strong willed
child, preparing for adolescence, husbands
and wives, money, sex and children will be
among the topics up for discussion at On-
tario Street United Church when the church
hosts a series of seven films that deals with
the family today.
The highly regarded Dobson Films will be
shown every Sunday evening from January
18 to February 29 at 8 p.m. Ontario Street
Church is hosting this film series as a com-
munity event, anyone who is interested is
welcome to attend.'
The films feature Dr. James Dobson who
is theAssociate Clinical Professor of
Pediatrics at the University of Southern
California School of Medicine. As well, Dr.
Dobson is an attending staff member of the
Children's Hospital of Los Angeles and the
author of a number of books.
Dr. James C. Dobson is well qualified to
speak on family issues. His film series has
been viewed by more than 20 million people.

Mailing hike details released
Canada Post Corporation has released
details of proposed new rates, including a
two -cent increase in the basic letter rate, to
take effect April 1, 1987.
The new letter rate will be 36 cents. Most
other postal fees and services would also
rise but the majority of new revenues would
come from commercial and competitive
services.
As previously announced, the letter rate
increase is less than the rise in, the Con-
sumer Price Index continuing a four year
trend. In addition there will be no increase
on post office lock boxes and on some other
commonly used services such as change of
address. The five -cent Christmas greeting
card discount fdr special postal coded
envelopes will also continue.
While emphasizing market pricing for
commercial mail services, the Corporation
will continue to offer volume and mail
preparation discounts.to maximize cost effi-
ciencies and revenue contribution.
The Corporation expects the rate pro-
posals , to generate approximately $127
million in additional revenue a year to offset
continuing pressure from inflation and
household growth and to further reduce
public funding.
The Government funded postal operating
deficit was $184 million last year. These sub-
sidies are to end after March 31, 1988.
The rate proposals, are the last part of the
Corporation's financial and operating plans
to require Federal Government approval,
Other measures to continue controlling
costs, improving productivity and to moder-
nize postal operations and services were ap-
proved in December.
Highlights of the neW rate schedule in-
clude: Basic Letter Rate, 36 cents; Letters ,
to the U.S.A., 42 cents; Other International
Letters, 73 cents; Non Standard Business
Letter Rate, 42 cents.
First Class Incentive Rates will be priced
closer to the basic letter rate increasing by
an average of three cents. The number of
presort and quantity options will also be
reduced from 10 to seven to reflect demand.
For Canadian Publications (Second
Class) minimum per copy charges, now
ranging from 4.5 cents to 6.8 cents, will in-
crease by 0.6 or 0.9 cents per copy depending
on category.
These changes will not take effect until
July 1, 1987. They are a gradual step
towards more commercial rate levels for
publications and will compensate for reduc-
tions in special government funding now
paid to subsidize these mailings.
Weekly newspapers will continue to be
delivered free within a 65 km radius.
Unaddressed Ad mail will continue to be
priced as a premium service. Minimum
rates will range from 6.8 cents to 8.8 cents
per piece:
A four -cent increase to the basic
minimum 15 cents Addressed Ad mail rate'
will be phased in in two stages. Two presor-
tation discount options of 16 and 17 cents will
be introduced when ' the full 19 cent price
takes effect, July 1, 1987.
Parcel price changes will vary according
to weight and distance, but not exceed 10
percept. Simplified lone rate structures are
being introduced.
Details of proposed rates, subject to.
Governor -in -Council approval, are publish-
ed in the Canada Gazette in accordance with
Section 17 of the Canada Post Corporation
Act.
Under this section interested persons
have 60 days (until March 7) to make
representations before the proposed regula-
tions are submitted for approval.
