Corn produeers to receive relief
The Ontario Corn Producers' Association
has expressed it's delight at the recent deci-
sion of the Government of Canada to pay $1
billion of special deficiency payments to
Canadian grain farmers, damaged by US
and EEC subsidies. The announcement
represents, in part, a response to a vigorous
campaign which the association has waged,
since last February, enaphasiziilg the finan-
cial devastation which U.S. Farin Bill sub-
sidies are creating for Canadian corn
growers. Such subsidies now total
$100 -million daily, and exceed the actual
-market price of corn for many American
farmers.
The new Canadian grain deficiency pro-
gram was announced by Prime Minister
Mulroney on Oct. 3. More details were pro-
vided by Agriculture Minister John Wise to
fain leaders on Oct. 16. According to Mr.
Wise, the payritent will total $1 -billion
dollars, will be paid to grain and oilseed
growers in aII provinces, will involve new
money and will be paid as quickly as
possible.
At
the meeting on October 16, leaders of
gt,toding organizations associated
With ffita Canadian Federation of
Agriculture (CFA) presented a common
recommendation to the Minister of
Agriculture that the funds be allocated by
province on the basis of average total value
of grain and oilseed production for the
various provinces over recent years; grain -
producing organizations within each pro-
vince, along with government officials,
would decide upon the most equitable and
efficient method of paying the deficiency
payments to farmers who produced grain
and oilseed in 1966.
Mrs. Wise has agreed to have Agriculture

Canada staff analyze the implications of this
recominendation, and to schedule a subse-
quent meeting in about three weeks time. •
The Ontario Corn Producers' Association
participated actively in formulating the
CFA ,recommendation and is folly suppor-
tive of the compromise position presented.
The proposed allocation method is much
fairer to growers in all parts of Canada than
other rmeChanisms, such as assocation on
the basis of acreage seeded to grains and
oilseed.
