A visit by provincial Agriculture
Minister Jack Riddell to rain -plagued
farmers in southwestern Ontario last
week, offered area farmers some
assurance the government is interested
in their plight - but little concrete
evidence that help is on the way.
Standing amidst a blackened field of
rain -damaged beans on the farm of Ken
McCowan, near Brucefield, Friday, Rid-
dell told a gathering of about 25 Huron
County farmers he was waiting for a
"total assessment," of crop damage
before deciding if any aid is appropriate.
"We haven't sat down and decided on
any kind of aid programs, outside of what
we already have in place," he said.
Cash crops in this area, particulary
beans and corn, are in danger of being
lost completely due to heavy rainfall in
September and October. Many farmers
are without crop insurance and even
many insured farmers feel the program
is insufficient to make up for lost crops
this year.
"The intent of the program was
nothing more than to cover losses," said
Riddell, adding that to make the crop in-
surance program more lucrative would
be more expensive for participants. "If
you want an enriched program, you're
going to have to pay for it."
There is some possibility the insurance
program will be expanded to help

farmers this year and a submission has
been made to the program ad-
ministrators, said Riddell, however, crop
insurance is a joint federal -provincial
government program and any changes tl)
be made would require approval from
the federal level.
"There's not a heck of a lot of sense gq-
ing any further unless they (the federal
government) are going to get involved,"
said Riddell.
Riddell placed much of the respoi -
sibility for helping farmers on Federal
Agriculture Minister John Wise, saying
that the Farm Credit Corporation, ak
another; federal program, should be gip
revampect p make c7•edit more available
to farmers.
"We need more money for long, short
and intermediate-term credit, at fixed
rates of interest that farmers can af-
ford," he said.
Also on the subject of credit, Riddell
said he has been having "very, very
frank discussions,"with the provinc
banking officials, "asking them to shq,
leniency in light of the fact this is
unusual year". He has asked the banks
consider such measures as foregoia
payments until farmers can "get back e
their feet".
"They (the banks) tell me they are n+
about to close out the farmer," he said

If any assistance is decided upon, R„
dell insisted it will be in form of a p
gram available to all farmers, not just
those affected by the current,crisis.
"We can't just pick out one select
group of farmers and say, 'you're in trou-
ble,' and then forget about the other
guy," said the minister, who earlier this
year denied special assistance to hail -
struck fruit farmers in the Niagara
region.
"I don't think any of us expect special
treatment," replied one Huron farmer,
"We'd just like the banks to give us the
same consideration they give to Dottie
( petroleum) ".
Whatever stand the government
decides to take on the problem won't be
known for at least a week, as Riddell's of-
fice announced Monday it will take at
least that long to make a complete
assessment of the situation.
"A lot of you are going to get your
beans off anyway," he told the farmers.
Meanwhile, McCowan, who holds little
hope of harvesting his beans this yeah,
told the minister the problems with the
farming industry go much deeper than
this year's bad weather. I
"Back in 1977 we had a similar mess,
but it didn't hurt' us as much because we
were strong as an industry. We've got o
work at getting to the root of the .p;
blem, which is not the weather but lie
strength of the industry," McCowan said.

quested a guarantee and they used ita to
bump people from their farms. Only a
small number of farmers who were eligi-
ble used the programs for this reason.' '
The farmers suggested Riddell knock
down the interest rate or increase the
grant money available.
Hogan said he does not want toy; be
critical of Riddell because if anybody dan
try to do anything, it will be Jack. But his
first obstacle is his own cabinet. I I
Farmers require short term help, 1 to
plant a crop next spring and it will have to
come from the province, said Hogan.
Even farmers who have insurance will
require assistance, said Hogan."ln-
. surance covers cost of production but not
all of it and farmers sure won't get rich'on
insurance," he said. "It covers out"of
pocket expenses such as seed, fertilizer
and chemicals but not overhead."
Hogan said farmers, who took the qvilik
tour with Riddell, talked after the tout<al
suggested one way to pressure govern-
ment to act would be to withhold land taxes
this fall. This suggestion will be put for-
ward on Thursday at the Huron County
Federation of Agriculture annual meeting
in Brussels and if it is approved locally. It
could go to the Ontario federation iia` le
adopted as a provincial strategy.
Hogan said he thinks the tactic has br* n
used before ' over a dispute concerning
education tax. so it is not unprecedented.
"If we had had five profitable years, we
could live with it, but that hasn't been lie
case," said Hogan. He points to other 'in-
dustries in trouble including Doane
Petroleum and businesses such as theo
banks which collapsed, and government

sidies leaving Canadian farmers at, a

Hogan said his soil conservation p'ac-
tices may prove to be an advantage ih`t
