Winners of the Clinton Industrial Fastball League this year were the Lawries. The Blyth

Fall planting discussed
CLINTON - The Horticultural Society
here met in the Presbyterian Church Hall on
September 24 with President Frank Van
Altena presiding.
Business discussed included bulbs for fall
plantings and signs for the Horticultural
Society flower keds.
The highlight of the evening was a
demonstration by Florence Miller on silk
flower arranging.
Gwen Johnston -distributed the premium
bulbs to the members and the evening con-
cluded with coffee and a social time.
Change to Ontario's system

nounced by Community and Social Services

Under the revised system, a sole support
parent will not lose eligibility for public
assistance, simply for sharing living
quarters with a person of the opposite sex.
"It's time to move away from intrusive in-
vestigations into private conduct, towards a
system which looks at the objective needs of
sole support parents", said Mr. Sweeney.
"We have been listening to and working
with women's groups, advocates for welfare
recipients and other interested parties. Now
our government is committed to
establishing new eligibility criteria for sole
support parents in need of public
sistance".
he government's commitment to move
the new system follows the settlement of
Charter challenges brought by the Women's
Legal Education and Action Fund. The
challenges were to have been heard this fall.
"I am delighted that we have been able to
resolve these Charter challenges in a way
which avoids the expense and uncertainty of
litigation, and which permits a structured
and orderly movement to a more pro-
gressive and just system of income support
for sole support parents", Attorney General
Scott said.
In general terms, the government pro-
poses to move towards a standard which
would maintain eligibility for a sole support
parent unless that parent resides with
another person who: provides economic
support for the parent or his or her depen-
dent children and accepts parental respon-
sibility for the children; or has a legal

The Joint Board is conducting public hearings to consider the approval of, and if approved, the
location of Ontario Hydro's proposed transmission facilities between;
•the Bruce Nuclear Power Development, near Kincardine, and the Essa Transformer Station, near
Barrie;
•the Bruce Nuclear Power Development and a new transformer Station to be built in the London
area; and
• the new transformer station in the London area and the Nanticoke Generating Station, on
Lake Erie

This criteria are not meant to disqualify

sional or insignificant kind.
This criteria will serve to determine the
circumstances in which a sole support
parent is eligible for benefits. Social
Assistance programs also take financial
need into consideration to determine the
amount of assistance which should be pro-
vided. In regard to financial need, the
government also intends to address the
issue of whether and how the assets and in-
come of someone living with the sole sup-
port parent should be taken into account in
assessing the parent's financial need.
The Social Assistance Review Committee
chaired by George Thomson, will be asked
to. comment upon this new policy direction
and propose a framework for its implemen-
tation. The Committee is expected to res-
pond by November, 1986.
In addition to the changes outlined above,
the government is making interim changes
in the regulations governing the availability
of family benefits. These changes will take
account of recent decisions of the Divisional
Court of Ontario. •
Under the interim changes, a sole support
parent will not be ruled ineligible because of
a relationship with a person of the opposite
sex unless the two persons reside together in
a relationship which can be considered
"spousal".
Economic support will be considered
essential to a spousal relationship. Social
and familial elements will be considered as
well, but the Ministry will no longer in-
vestigate the sexual and conjugal aspects of
the relationship.

WITHIN THE SHADED AREA. THE DECISION RESULTING FROM
THIS HEARING WILL DETERMINE THE LOCATION OF TRANSMIS-
SION LINES. YOUR LAND MAY BE EXPROPRIATED FOR THESE
FACILITIES AS A RESULT OF THE JOINT BOARD'S DECISION.
The purpose of the continuation of the hearing in Clinton is to hear evidence to be given on behalf
of Ontario Hydro, the Goderich Municipal Airport Committee and any others with respect to the
location of any transmission facilities which might be approved in the area.
This continuation of the hearing will commence on TUESDAY, OCTOBER 7TH, 1986 commencing
at 10:30 AM, at the Town Hall, Clinton, Ontario.
Any others wishing to make submissions on this matter should attend at the hearing on October 7,
1986.
