The program was developed in response to the Canada -U.S. Great Lakes Water Quality Agreement calling for phosphorous reductions in the Lake Erie basin. SWEEP is part of the Canadian agreement calling for reduction of 300 tonnes per year — 200 from crop lands and 100 from industrial and municipal sources. SWEEP has two purposes: the first is to reduce phosphorous loadings in the Lake Erie basin from cropland; the second is to improve the productivity of Southwestern Ontario agriculture by reducing or ar- resting soil erosion. The two levels of government will attack the problem in a coordinated effort, drawing or) the expertise of the public and private sectors, including farmers and farm groups. The Ontario Ministry of Agricluture and Food will stress delivery of their Soil and Water Conservation program by strengthening its extension in the field, demonstrating technology and giving technical assistance to farmers. In addition, the province will continue to offset the cost • of erosion control structures through ex- isting programs.
