Elizabeth Beatty -first librarian
Elmer wears many hats

The name Elmer Hayter should be
familiar to anyone who lives in Stanley
Township and keeps an open ear on local
politics.
Mr. Hayter, a life long resident of Stanley
Township, recently completed a nine year
term on the telephone commission as Com-
missioner of the Tuckersmith Municipal
Telephone System.
"It's like Bell, but it's our own system,"
Mr. Hayter explained. "'There are a lot of
small systems around like it."
The commission's job, he said, is Co decide
how to spend the money to give the best
possible service to the users.
The job, which Mr. Hayter held for three
three-year terms, was not full-time. "It was
like being a councillor with a meeting every
month," he said. "There were some special
meetings; like any other board."
Aside from his work with the Telephone
Commission, and cash crop farming with
his three sons, Mr. Hayter has a lengthy
history of participation in township politics.
He began working for Stanley Township
as a councillor in 1960, and moved to the
position of deputy reeve in 1963. By 1966 he
was the reeve, and in 1972 he becamci
warden for Huron County.
"I had a one year term as warden," he
said. "When that was over I' was on some
other boards, but I was through with politics
really."
The other boards he was on included serv-
ing on the Land Severance Committee for
Huron County from 1973 to 1978, and acting
as director of the Hay Township Fire In-
surance Company from 1979 to 1986.

"The time has crime," the people said,
"To talk of H2O."
Therefore a meeting was held in
December, 1962 arousing enough interest to
form the Varna Water Works Association.
"But wait a bit," a patron cried,
"To see what we must pay."
So a committee was organized in January
with Mel. Webster, Chairman; Norman
Smith,- Treasurer; Wm. McAsh, Orrin
Dowson and Wilfred Chuter as advisors.
They concluded that, based on '24
householders, the approximate cost would
be $300.
"It seems a shame," another said,
"To not to go ahead.'
And in February the green light was
given. The original contract with Jackson of
Sarnia called for a 6" casing but was aban-
doned for a 4" one because of "walking
clay". The well, located on the "Back
Street" (G16), is 235' deep; can pump 1,200
gallons per hour and has a 325 gallon storage
tank. When the main line was dug, the
Tuckersmith Telephone Co. laid its cables in
the trench as well. Total cost of well, drilling
and casing, $1,900, pump $1,100.

In the fall of 1921, a number of public
spirited citizens discussed the need for a
library. After much' deliberation, one was
opened early in '22 in the home of Mrs.
Elizabeth Beatty who becpme librarian. It
began when a canvas was started for funds
and voluntary givings amounted to $150. An
annual membership fee of $1.00 was charg-
ed, but fines never entered into the picture.
A minimum of thirty members was required
to keep the library in operation. It received
provincial, county and township grants.
In 1945, Huron County Mobile Library
began servicing the library with 100 books
every three months. Mrs. Beatty, whose
first love was books, retired in '57 and Miss
Edith Beatty, who had been assistant
librarian, took over her mother's position.
The salary which'had started at $40.00 per
year increased to $135.00 in '66'. The last
committee to serve was: Wm. Taylor,
Pres.; Edith Beatty, Sec.-Treas.; Mrs. Wm.
G. Clark, Mrs. Wm. Dowson, Mrs. Harold
Elliott, Mrs. Wm. McAsh, Fred McClymont,
Aldie Mustard, and Mrs. Geo. Reid.
During 1967, Huron County changed over
from a co-operative system to a new county
wide public library system in accordance
with the Ontario County Public Library Act,
under the supervision of the Ontario Depart-
ment of Education. If the book you wish is
not at the library, ask the librarian to get it
for you. This service is now available on a
non -fee basis to all ratepayers and their
families.

Skill Abroad, a group which works with peo-
ple in developing countries to approve their
ability to produce food.
"We sent volunteers to other countries
and some come here to see our methods," he
said.
Mr. Hill explained that host families are

found for the visitors to stay with. The Hills
have been a host family themselves.
Economic Council of Canada
In 1983 Mr. Hill was appointed to the
Economic Council of Canada as a person
with agricultural involvement. He is to
serve a three year term which will be up m
September of this year.
