HomeMy WebLinkAboutClinton News-Record, 1986-03-19, Page 6Page 6—CLINTON NEWS -RECORD, WEDNESDAY, MARCH 19, 1986 I3Iyth Standard lyth council completes land purchase BLYTH–Council has completed its pur- chase of 34 acres of land adjacent to the Blyth-Hullett Waste Disposal Site from Lorne Popp. The land will be used as a buf- fer zone for the site. The Township of Hullett also has a quit claim deed for that portion of the original road allowance. An agreement form to be completed by both councils, will allow the Popps to live in the house on the land until April 30, 1986, rent-free. A letter has been received from Elliott Insurance Brokers Limited indicating that this house is in- sured for $30,000 and the shed on the land is insured for $10,000. Liability insurance is also in effect. Requests have been received by both councils to rent the land for crops. A meeting was held Tuesday to discuss the future use of both the land and the buildings. Clean-up of the dump site and the Plan of Operation and Development for the site are also being discussed by both councils. Requests for Grants A grant for $114.73 to cover Blyth's share of having three children attend Tuckersmith Day Care Centre for a total of 95 days has been approved by council. The request for the grant was received at coun- cil's Frebruary meeting and was deferred for more information. A grant of $25 was approved for the Easter Seal Fund. This is the same amount as council gave last year. Council refused a request for a donation from the Huron County Farm and Home Safety Association. A request has been received for $1,800 in 1986 and $1,800 in 1987 to assist with the proposed new obstetrical facility at Clin- ton Public Hospital. S23 -9S81, Council has therefore granted permission to have taxes due as follows: two payments to equal 50 per cent of 1985 mill rate on new assessment - March 28, 1986 and June 16, 1986; and two payments for balance when mill rate is known - September 15, 1986 and November 28, 1986. Letter from Clinton A letter from Clinton Town Council ask- ing Blyth Council to request that county council rescind the salary increases for county department heads for the second and third year was turned down after Reeve Albert Wasson and Councillor Thomas Cronin spoke concernig the method used to determine the increases. ON IP Application Acknowledgement of Blyth's application to the Ontario Neighbourhood Improve- ment Program for 1986-87 has been receiv- ed from the Ministry of Municipal Affairs. Priority will be given to applicants who have a Community Improvement Policy in place. In Blyth's application, it was stated that the policies would be incorporated in its plan by late summer of 1986, which is the advice which was received from the County of Huron Planning Department. Reeve Albert Wasson advised that Blyth is on the agenda for the County Planning Department. ONIP projects completed to date in Blyth total $160,088. Projects still to be completed as per agreement include: street improvements -$3,122; water mains - $18,000; community centre improvement - $10,629; public outdoor recreation -$1,593; public indoor 'recreation -$5,916; and administration -$652. • Sewage Works A letter has been received acknowledg- ing the receipt of Blyth's cheque for $10,000 to be applied against its sewage works system deficit with the Ministry -df the En- vironment. 1986 Tree Program . • Councillor William Manning submitted a D. A letter is to.be sent to the individuals who tenderedon the 12 trees, thanking them for their tenders and stating that all tenders were refused at this time. Trees to be cut down are to be price tagged and sold individually. A list of people requesting trees to be planted has been submitted. Council has approved a, budget of $1,000 for new trees. 1986 Road Program The 1986 subsidy allocation for con- struction is $16,000 and for maintenance, $19,500. Approximately $3,150 is available from the Ontario Neighbourhood Improve- ment Plan. The village must match this subsidy. Estimates for paving Blyth streets, in- cluding engineering, were received as • follows from B.M. Ross and Associates: Hamilton St. -Morris St. easterly -205 m- $9,500; 'McConnell. Council has reviewed these estimates and agreed to pave the following streets: McConnell, Wellington, King and Dinsley- Gypsy for a total cost of $33,200. Some test holes are to be dug on Hamilton St. and the road is to be widened to allow for paving in 1987. SEED Grant An application has been submitted to the Challenge '86 -Summer Employment Ex- perience Development (SEED) program for one recreation supervisor and three ' assistants for the period of June 30 to August 22 (eight weeks). If the application is successful, 100 per cent of the salary costs will be covered under the program. This is the same program Blyth applied for in 1985 and was refused. • MVCA Levy The Maitland Valley Conservation Authority 1986 levy for Blyth is $2,308.09, an increase of 11.9 per cent. Blyth's MVCA representative, Councillor William Mann- ing, spoke .concerning the increase, • ex- plaining that it had been a major undertak- ing to keep it as low as it is. Council adopted the levy and will pay on a quarter- ly basis. The second Blyth Memorial craft show doubled its number of participants this year. First time exhibitors were Helen Keys, (left), of Varna and Esther Cantelon of Brucefield. The pair have been making grapevine wreaths since November. They initial- ly started the craft for the Wingham workshop for the mentally handicapped but due to demand from family and friends, decided to continue. (Anne Narejko photo) Blyth Beginners win game By Kathy Bromley BLYTH -March 15 the Blyth Begin- ners played their first hockey game of the season against Brussels. They came off the ice winning by a 2-1 margin. Their proud faces said it. all. That afternoon, the Tykes travelled to Lucknow, defeating them 6-3. This weekend they travel to Hensall for another tournament: Lost Heir On March 12 there were seven tables in play for Lost Heir. Elma Madil and Alvin Snell were the winners of the high scores for the night, while Colleen Glousher and Charlie Smith were low for the evening. Come out and enjoy the fun on March 19 at 8 p.m. at the memorial hall. Euchre On March 17, there were 10 tables out for euchre. High lady was Florence Roultzon, low lady was Ester Moffet. High man was Mel Jacklon, while Hazel Reid (playing as a man) was low. For the most lone hands this week Vi Hoggart and Vera Hesselwood (playing as a man) were the winners. Mary McCullough won the special prize for the evening. Euchre will resume March 24 at 8 p.m. in the memorial hall. Everyone is welcome to attend. Church service to follow at 10 a.m. and S,Icrament of Holy Communion with Rev. Chetyl-Ann Stadelbauer-Sampa the minister at both churches. On March' 26 - Community Holy Week Services wet be held in the .Brussels gena. Good Friday, March 28, service at 11 a.m. at Bluevale United Church. Easter Sunday, Mardh 30, 9 a,m. breakfast at Bluevale followed by church service at 11 a.m.. Walton Service has beers changed for that morning only until 11:30 a.m.. It was voted to have a bakeless bazaar with envelopes to come in at the April meeting. Refreshments were provided by Alice Searle, Maxine Marks and Elva , Balger during a social time. Walton 2 Unit Members of Walton 2 unit met at the home of Dianne McCallum, on March 12 for their March meeting. Pearl McCallum and Helen Williamson were in charge of the worship on Easter. The topic followed on the Easter theme . Karen Hoegy chaired the business by open- ing with a poem. Margaret Craig read the minutes. Announcements of coming events to remember included the Unified , board meeting at the Manse on March & An invita- tion from Egmondville United Church to at- tend their Thank offering March 7 at 7:30. The Northside United, Seaforth, Thank'of- fering on March 24 at 8 p.m. was also men- tioned. Bonnie Lamble ordination will take place in Harriston at the community com- plex at 7:30 on May 28. •l'ne meeting closed with lunch served by Karen Hoegy and the hostess. • Euchre Held There were nine tables of euchre in play at the hall on March 1.
