Dear Editor:
1 am a resident and dog owner in the town
of Bayfield. It takes quite a bit to get me
upset, but the village council has managed
to do just that with their latest escapade
about dogs running around town.
I've talked to a lot of people and
businesses in town about this issue and have
yet to hear a complaint.
Outside of one known complainer, of just
about everything and anything, I doubt Mr.
Graham, the clerk, has had niany, if any
other complaints.
Maybe his complainer would be glad to
have a dog around if their home was one of
the targets of the all too frequent break-ins
in town lately. I know our dog certainly
gives us peace of mind at night. •
My guess would be that Mr. Graham can
expect a lot more complaints from the same
people and more, about dogs barking and
yelping all night because they're tied up.
4 think condi should concern themselves
with more pressing matters dike the sewer
system in Ducharme estates, the abundant
lots of weeds that go uncut year round ruin--
ing everyone's yards, and roads like Tyle
Street that has sunk in so many places it's
like a roller coaster ride.
I'm sure some of these issues deserves the
attention of the town more than the odd dog
out for a stroll to stretch his legs.

I would like to compliment the Town of
Clinton on its continuing suc;_.oss at presen-
ting the annual Klompenfeest. As neighbors
we enjoy this opportunity to participate in
your ethnic fun.
Every year, your residents, merchants,
and their personnel, don their costumes and
give a warm, festive welcome to all who
visit your town.

Canada Post is expanding service
OTTAWA -Canada Post Corporation is ex-
panding special delivery service to many
more countries ana raising me maximum
amount of insurance available on interna-
tional parcels next month.
Effective April 1, Canadians will be able
to send letters, postcards, small packets and
other air letter post items special delivery to
135 countries around the world, compared to
20 countries today.
The maximum insurance available on
parcels to many countries will double to

$1,000, the same as for domestic parcels.
Also coming into force are modified
regulations to enable blind persons to send
by surface mail "talking books," tapes and
other, recorded items free to virtually all
other countries. These items can now only
be sent free to or from recognized institu-
tions for the blind.
A new international "urgent medicines"
label will, become available in postal outlets'
to ease identification and speed customs

postal handling and the use of window
envelopes with more than one window will
be permitted worldwide.
These and other changes, designed to
reduce customs documentation and simplify
international mail services for customers,
result from agreements reached by the
168 -country Universal Postal Union.
Revised Canadian regulations were ap-
proved recently by the Federal
Government.
